Reintegrating ex-offenders in society is the most difficult public policy in the United States. According to a report from the United States Department of Justice states that there is more than 30% of the U.S. adult population has a criminal record. In 2014, it was estimated that 5.3 million individuals had a criminal record for the six New England states. These individuals represent 5% of the 107 million people who are appear in the criminal record databases nationwide. (Bureau of Justice Statistics 2015). Having a criminal record can impose hardships for families getting assistance from any government program such as access to public housing, food stamps, welfare especially getting employment. When a person has a criminal record that didn’t end in a conviction employer still check and a job applicant about their criminal record during the interview and hiring decision. Thus, placing the individual with a criminal record at a disadvantage of getting a job. In this paper I will be providing a background of Massachusetts CORI Reform, the history of ban the box on All Employment Application, the impact of ban the box on employment rates and conclude with answering this question can changing access to criminal records change the recidivism rates?

History of the Massachusetts Criminal Record Offender

In 1972, the Massachusetts State Legislature passed a law called The Criminal Record Offender Information (CORI) which created a database for record keeping within the criminal justice system. Before this system was created there was limited oversight with regards to who could access these records which protected the privacy of any individual with a criminal record by tracking who viewed the information and establishing guidelines with regards to who could request these records. People could automatically get a CORI record once the Massachusetts courts placed formal chargers on them. Their records remain in the CORI database regardless of the outcome of the case (Kaplan 2005) However this all changed. ]

Introduction

Culture can be determined by their behaviors, values and believes in which a person was raised. It also can be referred to the social norms, material traits and customary beliefs that characterize and govern a person’s race, religion, and social group. Consequently, different cultural beliefs influences health issues in various ways. An individual’s cultural beliefs which differ from one country to another have different myths about Attention Deficit Hyperactivity Disorder (ADHD) that has led to undiagnosed and misdiagnoses among different cultures specifically the Hispanic and African Americans. Many taboos and cultural myths surrounding ADHD has been greatly challenged when it comes to the treatment since many of the individuals maybe coy of revealing their child’s diagnoses for fear of isolation and discrimination. In this paper I will be looking at the why indicators are important for assessing the countries health and well-being related to ADHD, describe the biological, psychological and social factors that contribute to the a better health outcome, and discuss the specific barriers that explain racial or ethnic disparities.

According to Devon Frye’s article in ADDitude Magazine “Thousands of kids are being underdiagnosed and undertreated for ADHD — due in large part to their race or ethnicity. Why is this happening, and what needs to be done to fix it?” Research has shown that people of color in particular black and Latinos are less likely to be diagnosed with ADHD even though they have the same symptoms at the same rates as whites. In addition, if people of color are diagnosed, they are less likely to receive treatment since many different studies have shown that it can dramatically assist children and manage symptoms. The reasons for the inconsistencies involve a multi-faceted approach that could take decades to fully carry-out and if it is ignored the problems could be more severe its high associations with risky behavior, drug use and depression.
