Introduction
As the superpower, the U.S. is obliged to assume and retain a leadership role in all aspects of the global affairs. In this regard, the world super power will to shape the future of humankind to establish the world that is more secure, stable and prosperous for the future generations. However, it is almost impossible for the United States to achieve this primary objective by implementing policies that applaud disengagement and isolation (Kugler, 2011). As a result, the National Security Strategy (NSS) report of 2010 acknowledges among other recommendations that the United States has to use its energy and purpose while working closely with its allies such as China and other partners (The White House, 2015). This paper examines possible critical national interests that will be threatened by the formation of a strategic fusion with cooperative partners such as China. The paper also suggests possible tools that can be used to address the challenges from prioritization perspectives before drawing a conclusion.
Critical National Interests That Will Be Threatened in Case of a Strategic Fusion Between U.S. and China
The NSS 2010 acknowledges undertaking a vigorous engagement as key for the United States to establishing the world that is secure, stable and prosperous. In this regard, the U.S. understands that it has to establish a comprehensive engagement not only with its close allies and friends but also great powers and adversaries. These include countries such as China, India, and Russia. Creating a strategic cooperation with powerful and rapidly rising countries will come at a cost to critical national interests’ issues. Firstly, security which is a critical national issue will be at stake. This includes the security of the U.S. citizens, its allies, and cooperative partners. For instance, while the United States will remain conscious of the China’s military modernization and its rapid expansion in Asia; the strategies formulated will be prone to miscalculation and misunderstanding (Bergsten, Freeman, Lardy, & Mitchell, 2009). Moreover, the fact that China will uphold internationally recognized rules and norms on sensitive issues such as maritime security, human rights among others cannot be fully guaranteed. Regarding cyber security, the United States will have to keep tabs on China’s activities to protect its networks and businesses against cyber crimes such as theft, malicious damage among others.
Secondly, guaranteeing the prosperity of the U.S. economy that is based on innovation and the neutral international global economic system will be a challenge. China is one of the emerging economies powerhouses that are expected to grow rapidly in the 21st century (Yan & Kull, 2015). The high growth of the Chinese economy that is being experienced will create a scenario where the US will be likely to face a peer competitor. The competition will lead to a possible return of great power politics that were experienced in the 1980s. Finally, the maintenance of international order will be at threat. Maintenance of peace, stability and opportunities under United States leadership will be a challenge.
Possible Tools For Addressing The Challenges Identified
The United States has to establish effective mechanisms to ensure that the initiated cooperation with China yields the expected benefits. The resulting political transition must be done in a streamlined manner to ensure that benefits are not overwhelmed by the challenges identified above. To address the security threats arising from US-China cooperation, the United States has to formulate strategies that will promote security and resilience both at home and globally. For instance, the U.S. has to create effective procedures that will ensure that ensure that China's military modernization is carefully monitored. However, the process of monitoring should be open and should be dialogue oriented if possible. From this perspective, the chances of misunderstanding and mistrust arising will be eliminated. Regarding cyber security, the United States should make it clear on the level of magnitude of using computational tools during conflicts (Bonnie & Jacqueline, 2015). The formal meeting should be held regularly between the countries’ authorities to address constantly emerging issues concerning cyber security.
To address the predicted threat towards U.S. prosperity and creation of open economic systems, both United States and China has to recognize that their economic relationship will be characterized by competition. The U.S. has to establish platforms that will put China in the position of reinforcing rules that support fair competition while doing the same in its home economy. Moreover, the U.S. should ensure that investment disputes are solved using bilateral dialogue especially JCCT. In a scenario where bilateral dialogue fails to materialize, both countries should be ready to deploy dispute solving mechanisms provided by WTO (Mingjiang, 2010). To resolve the issues related to the maintenance of international order, the U.S. federal government has to ensure that both countries’ economies are well integrated. For instance, while pursuing economic goals, the United States should ensure that itself and China adhere to policies that support pollution reduction, environmental protection and sustainable development at large.
Recommended Prioritization While Addressing Identified Threats
To ensure that the identified remedies remain useful in neutralizing possible risks, it’s important for the federal government and relevant stakeholders to adopt the priority rule. From this perspective, the threat, subjected to U.S. security should be addressed first. Security is observed to have an upper hand in the growth and development of all global nations. As a result, the U.S. should take effective measures to neutralize security threats posed by China both to its citizens and its allies. Security threats either from cyber and maritime perspectives will inhibit the growth and sustainability of both developed and developing countries (Kugler, 2011).
