Initial Operational Capability (IOC)
Initial Operational Capability is when a system's lowest operational threshold is met in the deployment and production phase. It involves the system's essential factors such as training, the interoperability of the system within the environment it is in, support and logistics. It helps the system gauge itself and determines whether it requires refining before the FOC. It uses assessments conducted to verify whether or not the system meets the performance, expenditure, and support objectives. The Initial Operational Capability is achieved when the units in an organization receive, employ and sustain the structure. This is stated in the Capability Development Document of the system (Barton et al., 2019).
This is seen in the Stryker infantry carriers' deliveries, which started in 2002. They began their initial operation assessments in the May of 2003, which involved an exercise known as the Arrowhead Lightning II. The Stryker armored vehicles started operating with the United States Army when deployed to Iraq. Since then, the infantry carriers have transcended more than 6 million miles, showing an average operation preparedness rate of more than 96%. The 7th Infantry Division Operation Plan, which developed a culture of preparedness to get into war, has been essential in the early entry missions. The Stryker initiated another Infantry division in 2012, which aimed to instill preparedness and quality training to the combat crews (Barton et al., 2019). All this has helped the forces to increase their Initial Operational Capability and hence receive, employ and sustain the structure they should receive.
Full Operational Capability (FOC)
This is the situation whereby a system can employ and sustain the qualities that meet its operational need. This is achieved when the entire system has fully received, used, and maintained the force structure it should be comprised. The status of every system concerning the Full Operational Capability is well stated in its Capability Development Document, just like the Initial Operational Capability (Ogutcu, 2020).
In the case of the Stryker combat crew, the rapid deployment capacity has been combined with other factors such as tactical mobility and the ability to survive in harsh conditions. The armored combat vehicles used by Stryker make it possible for the combat crew to navigate in areas with close urban terrains, transport infantry to the war ground through such landscapes, and protect them in open places. This has been the case since the year 2000 when they formed 6-crew basis combat squads that supplied more than 2100 vehicles (Ogutcu, 2020).
The United Defense, now referred to as BAE Systems Land and Armaments, was granted a contract that entailed providing close to 300 full-vehicle add-on responsive armor gears to the Stryker infantry carriers in 2005. Another agreement was presented to the GDLS by the United States Army to supply a dual V-shaped body to the Stryker infantry crew vehicle, which would cost more than $ 29.5 million. The company was granted another contract to supply the Stryker infantry crew with around 350 electronic video presentation gears, costing more than $9.5 million. The US Army gave another contract to install and procure Stryker shields, costing almost $10 million (Ogutcu, 2020).
