This help from the government is important in executing these reforms and guarantees that the policies are on par with the national and global goals and benchmarks (Alsharari, 2022). Specifically, this report highlights key ministries involved in the implementation of trade facilitation reforms, including the Ministry of Industry and Advanced Technology (MIAT), and assesses how its initiatives augment trade competitiveness and, in turn, economic growth. Overview of the Ministry of Industry and Advanced Technology (MIAT) The Ministry of Industry and Advanced Technology (MIAT) plays the role of spearheading industrial growth and technology in the nation. It has the goal of improving the competitiveness of the nation's Industrial sector by embracing innovation, sustainability, and use of new technologies. For example, the level of non-oil trading witnessed between the UAE and India has increased by 14 percent in the six months between May 2022 and March 2023 as a result of the UAE-India CEPA (GULF BUSINESS, 2023). MIAT promotes a climate that is favorable for industrial development and provides investment for the implementation of these agreements. Trade facilitation is a process of expanding and easing trade across borders as a means of achieving both national and international trade policies (Beverelli & Ticku, 2022). Some of the strategic objectives of MIAT are the development of industrial sectors, the spread of innovations, furthering research, and education, and the introduction of innovations into multiple fields. From the above perspectives with regard to economic and industrial policy-making, MIAT has a central role in formulating policies that enable the modernization of industries and diversification of the economy. The Significance of Trade Facilitation Reforms Trade facilitation basically entails the easing, automation, the standardization of the cross-border trade processes with a view to improving the efficiency of the international trade processes. Internationally, trade facilitation has emerged as one of the areas of interest to governments because of the challenges relating to trade cost reduction and enhancing economic efficiency. For example, CEPA has brought about an injection of $50. 5bn in bilateral non-oil trade, with a year-on-year growth of 5. 8% growth year on year (GULF BUSINESS, 2023). MIAT helps the local industries, and promotes the internationalization of local industries, through the Halal Certification program. The WTO TBT and SPS agreements are problematic for MSMEs, but trade facilitation minimizes those limitations (UNCTAD, 2023). The parents for trade facilitation are therefore aimed at functional, time, and cost reduction as well as procedural efficiency at borders. Trade should be made easier because it helps a country establish and operate a trade environment in the global market, which promotes investment and Socio-Economic development (Duval & Utoktham, 2022). While international trade increasingly grows in several intricacies the role of trade facilitation in sustaining competitive economies cannot be overemphasized. MIAT’s Role in the Implementation of Trade Facilitation Reforms MIAT has a significant function in ensuring that national trade promotion objectives are in conformity with the trade enabler standards and best practices in the global market. They coordinate and implement different activities and schemes relating to the facilitation of trade procedures, and use of technology, and the improvement of industry. Cooperating with other governmental agencies and intergovernmental organizations, MIAT guarantees the effectiveness and coherence of the country's measures aimed at enhancing trade facilitation. This involves the formulation of policies of trade that involve the removal of barriers to trade practices, and the adoption of efficient high technologies. The Ministry of Industry and Advanced Technology (MIAT) has an important function of ensuring the congruency of national trade promotion goals with global trade enabler norms and benchmarks. MIAT is responsible for the promotion and management of activities in trade procedures, technology, and the overall improvement of the industry (Kumari & Bharti, 2021). Thus, MIAT cooperates with other governmental agencies and intergovernmental organizations to guarantee that the country’s trade liberalization measures are appropriate and consistent. That includes developing policies for the ease of doing business, for instance, ease in customs, lowering of trade barriers such as tariffs, and enhancement of business regulatory environment. It also pays priority to the implementation of Information Communication Technologies which in MIAT's view are crucial for trade enhancement and competition in the global market. Through these efforts, MIAT contributes not only to the growth of the national economy but also to the country's compliance with the terms of international trade within the context of the formation of a more effective and integrated trading system. CEPA has lowered tariffs for more than 80 of the tariff lines thus providing SMEs with new Market opportunities (UNCTAD, 2023). This is why MoIAT encourages the adoption of technologies through such approaches as the ITTI which seeks to enhance the modernization of trade. New technology, especially digital platforms, is central to increasing the rates of trade, that is, efficiency in trading. Impact of Advanced Technology on Trade Facilitation Advanced technologies play an important role in exhibiting innovations in trade in terms of speed, tractability, and efficiency. MIAT has been at the forefront of advocating for the adoption of technologies like blockchain, artificial intelligence, and digital trade platforms (Kumari & Bharti, 2021). These technologies are useful in rationalizing customs requirements, increasing the reliability of data, and increasing supply chain transparency. Some of these efforts are the implementation of e-commerce platforms, and digital trade facilitation for whose efforts have drastically cut the time and costs incurred in cross-border trade as embraced by MIAT. Challenges and Opportunities MIAT has some challenges in the implementation of trade facilitation reforms, these are; resistance to change, integration of advanced technologies, and the need to build capacity continually (Lee, Rocha, & Ruta, 2021). At the same time, these challenges open up new opportunities for MIAT in establishing closer cooperation with the private sector, expanding interaction with international organizations, and using developments in information technologies. International economic integration and trade liberalization that MIAT seeks to implement is also a determinant that has an impact on the effectiveness of the implementation of its reforms through changes in the policy environment. Future Outlook In the future, there are presumptions on how trade ...
