Re: SB14-1235 Tax Exemptions and Credits for Full-Service Grocery Stores in Underserved Areas.
I am a nutritionist in Colorado and based on your health expertise; I found suitable to write to you about this bill. Am writing to express my views pertaining the need for exemption of taxes and policies change about full-service grocery stores. My request is you introduce this bill for voting in the assembly. It is an initiative that has been done in other states to support communities as well as families to access improved diets in underserved communities. This initiative also focuses on the supply of quality food by the retailers. It is also in line with the National Health Food Financing Initiative (HFFI) signed in 2009 aiming at increased access to healthier food in under-served communities (Henryks et al., 2016).
According to Bodkin & Sewell (2012), research has proven that people living close to full-service grocery stores have healthier diets which include consumption of vegetables and fruits. It is contrary to the minority people living in rural areas with minimal access to vendors and supermarkets who sells healthier foods. Commonly what found in this areas are small stalls for convenience purposes with inadequate supplies. The inadequacy is majorly brought about by the lack of space and equipment, limited stock or no supply leading to high charges for healthy food available. Lack of healthy food provides high chances of poor health and abnormal weight among the communities (Bodkin & Sewell, 2012).
