In the recent times, security departments have been on the spot for poor service delivery, and this has led to a number of demonstrations across the country and other parts of the world. Some of the issues and challenges that affect service delivery among the police officers include, but not limited to, the following; Inefficient criminal investigation due to poor information gathering and sharing, use of deadly force and corruption amongst the policemen.
Like the law enforcement agencies, the Department of Homeland Security, whose mandates include protection of the civilian within the United States through prevention and response to domestic emergencies faces challenges such as dishonesty and corruption among its employees and poor information management and utilization. In both instances, these law enforcement issues compromises the quality of criminal investigations and may lead to prosecution of innocent citizens, and this may bring bad blood between the security organs and the local community (Grant & Terry, 2008, p. 322)
To achieve an efficient national security system, the Department of Homeland Security and the local, state and federal law enforcement agencies must build effective partnerships which are based on fairness and honesty. The Department of Homeland Security has access to all the sophisticated crime detection tools while the other law enforcement agencies have direct contact with local communities, yet they lack the machinery required to enforce the law at the local level. An effective partnership will lead to an improvement in communication and intelligence sharing between the Department of Homeland Security and its law enforcement partners, and as a result, efficiency among the police officers will increase leading to improved national security.
