The existing processes and systematic laws cannot be used to identify the directions of racial discrimination. This is because the oversight of the laws is placed on the local leaders who have the capability and mandate of organizing the local groups to act against such laws. When white supremacists are in leadership as stated in Paragraph 13, the last has a hitch as the oversight is left with them by the executive (Brown, 2014 p.527). This message relates to that of president Johnson since the protests were entirely connected to individual states and this made it hard to implement the act where the protests were booming.
President Johnson’s message was that there was to be a white man integration with the African Americans which in turn resulted in a huge backlash which resulted in a form of protest. The white groups opposed the integration but constitutionally they were bound to follow the rules as required. the act went ahead to provide federal law enforcement to give power towards racial discrimination in terms of such issues as voting and access to public facilities (Brown, 2014 p.527). The message was based on ensuring that all the amenities were well inclined with the ethical standards and goals to make sure every resident felt that they were been treated fairly and equally irrespective of their race (Brown, 2014 p.527). President Johnson showed no individualized attention and this led to him being branded as a traitor since most of the white people in the respe
