Introduction
The Defense Intelligence Agency is known to be the foreign military organization in the US (Hilsman, 2012). It operates under the Department of Defense and a member of the Intelligence Community. The crucial roles played by DIA include but not limited to informing all policy makers and civilians various military intentions, and all the capabilities of other governments. They also play a crucial role in giving intelligence assistance to other intelligence components. The president of the US is often provided with various briefs from the intelligence to ensure succinct information to all the US citizens. The level of redundancy has in the past increased to higher debt levels and many other reasons within the country.
Redundancy in the DIA
The high rates of debt which are amounting to $16 trillion, and which increases by a high margin of $1 trillion has a greater impact of redundancy in the DIA. Due to this there have been major budget cuts, and this have not spared the DIA. Through the defense budget cuts, the DIA is currently putting together covert human intelligence, a ground that was fully utilized by the CIA. The Department of Defense and the CIA at the moment have been downplaying the DIA competition to ensure they are on top of the game. They also do this to avoid being seen as misusing the taxpayer’s money from the region at a time when there is pressure from the budgets (Wolfberg, 2011).
The CIA and DoD are launching various strikes around the world to achieve their targets of assassinations. This is done with the aim of ensuring that no terrorist attacker is alive. During such operations the DoD has been seen to be superior as they have more spies and high capability of launching their strikes. The military has no mandate according to the US legal framework to inform congress about the strikes as the CIA often does. The DoD can therefore increase their secret strikes without considering the various limitations set by other robust campaigns. This leaves other military agencies without work which is often seen as crucial to the security of the nation as a whole. The current US president prefers covert operations and spying as opposed to other conventional military personnel.
The DIA has been denied any expansions to their payroll, but only work with their current officers. This kind of redundancy is not welcomed by most people from the department at a period when the budgets are also shrinking. The DIA will not focus mostly on wars like that in Iraq and Afghanistan, but will only target emerging threats. This will involve spying on various militants like the ISIS and will work under the CIA.
Due to the large number of federal agencies working in the field to ensure peace and security in the region, the DIA will have different battles with their other agencies. Such confrontations led to the success of the 9/11 operation because of the coordination problems that were evident between the FBI and the CIA. This will make the DIA redundant as most of them are not publicly recognized by the state. Due to the large number of agencies who desire to expose their superiority, there will be a coordination problem at the end of the day. This will ultimately lead to intelligence failures leading to budget cuts for the DIA. The money will later be spent by other agencies that have a voice and overall deficit reduction (Barlow, 2001).
According to Goolsby (2013) there are plans to reduce the number of the forces to around 440,000 individuals. This will be a reduction that will see more than 80,000 soldiers go home. Due to the president’s budget of 2014 which outlines the high military expenditure of about $137.1 billion more forces from the DIA will also have to go home. The cut will ultimately focus on soldiers who are not in front, and this is where the DIA falls. These actions will lead to redundancy, hence the need for the government to look for other ways of reducing costs over their periods of operation.
In some thought, the military versus the political has led to more problems within the defense community. There are suggestions for merger but all this may bring about more problems in the force as a whole. There is need for the high end policy makers to make urgent decisions on whether to merge the units or give them separate powers in their operations. Independent groups ought to be relinquished and merged with the DIA to avoid redundancy. This will provide a single office under the office of the secretary of state. Such provisions will lead to minimal intelligence failure and redundancy as a whole.
The regional combatant commanders from various departments often have different powers that guide them within the scope of operations. Making use of a single commandant for all the forces can be a step towards reducing coordination problems. Due to the different commandants in the area of combat, most agencies find out that they are out of work as those that are given more powers take center stage. They operate with a view of suppressing their competitors to ensure a name for their groups.
