Mission:
Establish and maintain a neighborhood that has the capability to sustain the best possible levels of civic life.
Lower the rates of crime, disorder and fear by enhancing problem-oriented, community-based and information-driven policing policy.
Objectives:
The police department aims to reduce crime levels by 10% in the next one year in order to improve its ranking among local authorities of comparable size and population statistics.
The authority hopes to achieve this by maintaining high clearance rates and increasing community preparedness to cooperate positively with the police department.
Strategies:
Follow the fundamental principles that support the department’s mission and vision.
Increase the effectiveness of community policing initiatives.
Optimize the police’s patrol capacity by adopting innovative programs and support technologies.
Budgetary Proposal
In order to meet the above core strategies, the planning department wishes to propose the following budget plan. The expenditures have been aligned with the major strategies that the police department has always wished to implement, although limited resources have made the implementation a major challenge (Mikesell, 2013). The department anticipates that successful utilization of the money will enable the local police authority to meet its core objectives as outlined in the policy projections for 2014/2015 financial year.
Recruitment of 100 Officers
The police department had anticipated boosting its personnel capacity by recruiting an additional 400 new Officers in the 2014/2015 financial year. However, this target was not met due to shortage of financial resources. The department intends to use $5000 from the grant to recruit the required officers. The additional officers will be deployed in regular patrols, and hence increasing the department’s capacity to fight crime.
Records Management System
The police department acknowledges the importance of an effective and reliable records management system as part of its information-driven policing strategy (Cordner, 2012). The current system has proved to be inefficient in fulfilling all information recording needs for the department. In this regard, the department intends to use $6500 from the grant to design and implement an efficient information processing system that can meet the increasing needs for the department.
Installation of an Uninterruptible Power Supply System
The department recognizes that an uninterruptible system of power supply is essential in providing the department with power back-up in case of power outages. The police department acknowledges that such a system is critical in maintaining information and communication systems that are paramount to public safety services. In this regard, the department plans to allocate $5500 to replace some of its systems that have proved ineffective in several occasions in the past.
Upgrade of Radio and Communication System
The department intends to use $3000 to upgrade its radio communication system, especially at this critical period when the police department intends to increase and improve its community policing initiatives (Perry, 2014). It is expected that the new system will assist the police in getting prompt information of any crime incidences and make the appropriate response within the shortest time possible. The new system will also improve police coordination during their patrols.
Police Vehicle Repairs
The department wishes to note that previous repairs on police vehicles have also been carried out by the Department of Public Works in the past several years. However, the department has become concerned that much complexity has characterized the department’s efforts to make reports to the Department of Public Works regarding any necessary repairs that need to be undertaken. During the 2014 financial year, the police department decided to initiate its own vehicle repair department at a cost of $10,000.
