It would be a cleverer move if the constitution took into account this important clause. Taxes are not enough to show loyalty and love for the nation. Giving oneself to his or her country is of paramount importance.
The Texas constitution requires some alterations as well in order for it to be able to cater for the paramount needs of the citizens. The security of the citizens needs to be given first priority. Texas needs a kind of constitution that will prompt both the House of Representatives and the senate to act in speed towards various emergencies for instance an issue like terrorism. Emergency interim appointments can really help towards containing the situation.
It would be important to add that there should be no lifetime jobs for Supreme Court judges. The clause that empowers the Chief justice to hold office for a lifetime should instead be replaced by a clause that will limit his tenure of office. Twenty years would be good enough.

Making public service mandatory would help steer the Nation forward economically as well as boost loyalty levels amongst citizens.
