Decision-Making Process
Decision-making process is a systematic process of selecting a logical choice from the available options. To make a good decision, one has to weigh the advantages and the disadvantages of every available option to make sure all the alternatives are catered for. For an operational decision, making one must be able to predict the result of each option. After looking at all the items, one should be one should be able to end up with a viable conclusion, regarding which option is the best fit for the particular situation.
According to the Members of the Committee of the Inquiry, the State Veterinary Service discovered a new animal disease in December 1986. The disease was termed as Bovine Spongiform Encephalopathy (BSE). BSE caused an irreversible effect on the brain of the cattle and caused death to the animal. The public referred it as the ‘mad cow disease’.
The government told people that the disease could not be passed down to humans, but it was later announced in 1996 that young individuals had the same symptoms thus showing the possibility of the disease being transmitted to human.
The major stakeholders of the decision-making were Lord Phillips of Worth Matravers, Master of the Rolls, Mrs. June Bridgeman CB Professor Malcolm, and Ferguson-Smith MBChB, FRCPath, FRCP(Glasg.), FMedSci, FRSE, FRS.
The case study aims at establishing and reviewing the history of the beginning and identification of Bovine Spongiform Encephalopathy and Variant CJD in the UK, and the possible action that was taken in to counter it up to March 1996. The study aims to find possible conclusions in regards to the response considering the state of knowledge at the time. The matters were then reported to the Minister if Minister of Agriculture, Food and Fisheries, and the Secretaries of State for Northern Ireland, Wales, and Scotland (Phillips of Worth Matravers, Bridgeman & Ferguson-Smith, 2000).
The case study came to a conclusion that;
BSE has many negative effects, and one of them is cause fatal disease in human beings. The number of people who died or assumed to be dying stands at over 80, the majority being the young. These happenings have caused suffering to many families and uncertain of their fate.
The falling of the industry has brought a major loss to those whom livestock farming is a way of life. These people have witnessed over 170,000 of their animals dying, or slaughtered as a precautionary initiative.
According to the Members of the Committee of the Inquiry, the emergence and the identification of BSE probably started in the 1970s where cattle were first infected with BSE. Some of the cattle lived long to show the symptoms of the disease though it was not reported to the Central Veterinary Laboratory (CVL) of the State Veterinary Service (SVS).
According to the Members of the Committee of the Inquiry, Pathology Department of the CVL, come to know of BSE in September 1985 after investigators diagnosed a cow that died from BSE. However, the results of the cow’s death were not clear at the time, since it was masked by other factors.at the end of 1986 the Pathology Department investigated on two BSE cases and the results this time were viable without a doubt (Jones, 2001).
At the end of 1987, a man named Mr. John Wilesmith, Head of the CVL Epidemiology Department came to a conclusion that the cause of BSE was the consumption of meat and born meal (MBM) that hailed from animal carcasses and incorporated in cattle feed. At the time, they were correct, but afterwards they were found to be misleading (Phillips of Worth Matravers, Bridgeman & Ferguson-Smith, 2000).
The cause of BSE is related to the infection of meat and bone meal (MBM) while the origin of infection in the MBM was a tissue derived from sheep infected with conventional scrapie. However, the origin of the disease is not known (Jones, 2001).
It was that BSE was being transmitted to human beings, but the carrying out experiments to be certain of the facts was going to take time, they had to work with the uncertainty of the transmission (Phillips of Worth Matravers, Bridgeman & Ferguson-Smith, 2000).
