Emergency management refers to the field, which deals with impending risks of uncertainty and possible extreme effects of natural and artificial calamities. The emergency managers have a role in identifying and risk and risk avoidance, prevention and mitigation. The issue covered under emergency management is extensive and wide and extensive. Our daily life security today demands the incorporation of an emergency management department instead of resorting to it when disastrous situation have occurred.
How Did the Field of Emergency Management Come About?
Historically, emergency management came about in the period around 1800. In 1803, a Congress act passed a bill of financial assistance regarding New Hemisphere town, which was destroyed, by raged inferno. The incidence prompted the Federal Government to participate on a local disaster incidence for the first time. In the 1930s, the Federal Government started allocating funds and soliciting loans to create emergency management funds that could cover repair and reconstruction of states facility upon an occurrence of a disaster. Additionally, in 1934, the Congress passed an important emergency management legislation on Flood Control Act, which boosted the mandate to design and construct floods control projects (Haddow, Bullock, & Coppola, 2013).
How Did FEMA Come About and How Did it Evolve?
Federal Emergency Management Urgency (FEMA) is a Homeland security agency in the United States, which was established by presidential reorganization in 1978 and implemented in 1979 by two executive orders. The agency was created for coordinating a quick response to disasters occurrence, which have overwhelmed the capacity of the local and state government in the United States. FEMA has evolved over the years in term of the manner in which it carries its business, For example, after the disastrous Hurricane Katrina and the September 11 attacks in 2001, FEMA has gone through organizational restructuring and creation of several departments and allocation of funds to construct emergency management capabilities. Additionally, FEMA has come up with a strategic plan contains the four phases of emergency management; preparedness, response, recovery, and mitigation (Haddow, Bullock, & Coppola, 2013).
How Did 9/11 and Hurricane Katrina Impact the Field of Emergency Management
The September 11 attack and the Hurricane Katrina disaster played a major significance in reviving the field of emergency management in the United States. The two different catastrophes in induced a transformation in the national preparedness. The nation becomes ready to the occurrence of such incidences and possibly even worse. The emergency management agency used the two incidences as a learning tools so that they can design strategies on how to respond, prepare, mitigate, and recover from the happenings of such calamities in future. For example, the September, 11 aftermaths transformed the structure if the government structure, strategies, and policies in a comprehensive effort to combat future terror attacks and defend the country at large (Rubin, 2012).
The Natural and Technological Hazards that Could Impact the US.
Natural hazards are a natural occurring phenomenon that could pose a negative impact on people and the environment upon its occurrence. On the other hand, technological hazard refers to a disastrous event, which are triggered by human factors, and causes harm to humans and the environment as well. The United States has experienced both natural and technological hazards in the past, but it does not mean the country is free from experiencing it again. Some example of natural hazards includes Hurricane Sandy, which is common in the United States East Coast. Hurricane Sandy is characterized by landfall and sand storms that are can cause massive and extensive destruction. Other naturals hazard includes the earthquakes, tsunami, hurricane Katrina that are deemed as a more disastrous oceanic storm that course destruction in the land.
