Parliamentary verse the presidential system
The British parliament is a supreme legislative body that plays a key role in National building. The parliament was initiated in 1707 by England parliament and Scotland parliament after passing the act of union. This is due to their legislative supremacy in the United Kingdom political arena CITATION Dav06 \p 45 \l 1033 (Beetham 45). The bicameral parliament is usually headed by the queen and has the Upper House commonly referred as the House of Lords and the Lower House commonly referred as the House of Commons. The upper house is usually divided into two principle members who are appointed by the sovereign advice from the prime minister, which are Lord spiritual and Lords Temporal. The House of Commons are elected by the public after every five years. These distinct houses usually meet in different chambers to make laws. These structures of parliament have provided a practical supreme legislative power to the House of Commons though theoretically that it exists on queen, while limiting the upper house power CITATION REr05 \p 2 \l 1033 (Pertson 2).
The parliament session is usually officially opened by the state after which members take an oath. This is held in the upper house chamber after general election for the incoming parliament members. The monarch provides a speech that spells out the relationship between the upper and the lower house. Both the upper and the lower hopes of the British parliament are usually preceded by the speaker who is elected within the parliament. High level of integrity is required in both houses though in circumstances of misconduct, the speaker through his sovereign power is mandated to discipline the member. In both house members are required to organize themselves along their political lobby groups to support or oppose a motion, through this bills are read procedurally throughout the seven stages until they are made into laws CITATION Szi09 \p 313 \l 1033 (Szilagyi 313).
Historical studies indicate that United States of America parliamentary system was developed using the British model. To date these two institutions have evolved to significantly portray distinct features. In terms of elections and terms of office, the American parliament (congress) usually holds their general election on November Tuesday of every even year. The nomination dates to for the candidates to represent parties usually occur in the sixth month, after which each party supports its members to win the election. In Britain the duration of election is usually limited to five years. The time of election is not specified but determined by government and usually precedes thirty days after its official announcement CITATION Szi09 \p 324 \l 1033 (Szilagyi 324).
The sizes of the houses and constituencies; in Brittan the number of House of Commons members usually varies due to constant boundary adjustments that are usually altered. In America parliamentary system, the House of Representatives members are normally fixed as stipulated by law to 435. These House representatives are supposed to work for a period of four years. The current population in Great Britain is estimated to slightly more than 60 million, therefore an MP who must be an averagely 21 years represents an average 90,000 people from all locations, and the MP must be a member of British origin. In America, the protocol differs as MP of parliament represents averagely 670,000 people and does not necessary require having any connections with the constituency CITATION Dav06 \p 95 \l 1033 (Beetham 95).
Quorums and voting; in both parliamentary chambers of Britain and America, quorums are conducted at present and only exempted at limited chances. In both the houses votes is usually automatically counted using a record teller vote on the available quorum. In both houses the speakers pose the mandate to postpone a vote for the benefit of the absentees CITATION Dav06 \p 104 \l 1033 (Beetham 104).
Session agendas; in both United Kingdom and united sates there is no allocated congress or parliamentary duration for discussing the seasonal agendas. In United States currently a typical seasonal agenda usually takes and a proximate 150 days of meeting out of these days, the opposition may propose to terminate such issues from the chamber.
