Introduction
A state comprises of various state workers who provide various services to help the nation meet its constitutional duty and responsibility. One of the primary roles of any government is to provide security to its population, both homeland security and external security that protects the nation from external attacks. The police are generally state security providers who have a primary role of protecting the citizens of the country and their property through public assistance, enforcement of the law, identification, investigation, and crime prevention, as well as maintain a peaceful public order in the nation. Mostly, the police are always on the front line of security provided by the state, and thus they the most security provider that members of the public often meet on a daily basis. The security officers and other law enforcement agencies in any nation hold some special power under specific condition or environments, legally defined circumstances, allow them to temporarily to limit the exercise of basic rights and deprive them of their human rights and freedoms as stipulated by the constitution of that country and use force which may include lethal force (Aitchison et al., 2013). Because of the power granted to the police and their proximity to the public, the way in which the police fulfill their duties has a direct influence on individual security, community security, and state security.
As a result of the powers granted to the police, some of the police have misused their powers and brutally harassed people depriving them of their rights (Bell, 2016). A good example of this is provided by the fact that racial discrimination being a common social experienced in the united states of America were African Americans are raced based on color and origin, and as a result, police brutality among the African American had also increased in the country prompting the international world and other international organization to cheap in and demand for some changes so as to bring about equality and equality of all people (Schwartz, 2020). Police brutality among African Americans had resulted in increased suicide cases as a result of stigmatization. As a result of this, police reform was necessary in order to change their activities and ensure they act according to the law and with some human aspect in them. Therefore, police reform is a program that aims at transforming the values, culture, policies, and practices of police organization and reconstructs the stereotypes held about the police units so that police officers can undertake their duties with due respect for democratic values, human rights, and regulated by the rule of law.
In most cases, a police reform aim at achieving a professional style of democratic policing, which takes security as a people centered approach while valuing human rights and freedoms. The reform also aims at protecting human rights and freedom based on the set national and international law which have been formulated to protect human rights and freedom of all people in any nation regardless of the gender, race, origin, or even color that is very responsive to all various security needs of all the population without any discrimination (Prado et al., 2012). The reform also aims at building a better public service that is effective and efficient.
In any effort to reform the police, there are various issues that need to be part of the effort and be well addressed; one of these issues is the use of excessive forces by the police. Some previous research has indicated the black men in the united states of America are 21 times more likely to be killed by the law enforcers; the same research indicates that Latino communities, transgender people, black women, and Native Americans are also killed and harassed by the police and thus the need to develop a strong police unit that is a community-centered and which improves police training so that they can be instilled with new values (Chaney et al., 2013). Most of the police training emphasis more on technical and tactical aspects and thus there is insufficient training that is based on anti-racism, biasedness, problem-solving among others which need to be included in the police reforms and this could help change the mentality that police officer perceives the black people as criminal and respond to their problem based on that stereotype.
