Security Intelligence in the Czech Republic (Essay Sample)

Instructions:

In this paper, we are going to assume that there is a theoretical creation of a Central European intelligence agency. An agency that will overlook the security, intelligence and counter-intelligence of all states in the EU. 
Based on this assumption, we are going to examine the quality of INTELLIGENCE in the Čzech Republic after joining such an agency. 
The question we seek to answer is whether or not membership in such an agency will be of greater benefit for the Czech nation, its assets, interests and citizens?
This would include analyzing the current methods of intelligence dissemination by Czech intelligence agencies - BIS and UZSI, with their EU allies and if it makes sense for the Czech to join a collective agency based on their current and future levels of threat. Are BIS and UZSI operations sufficient in protecting the nation going forward?
We will also examine how the intelligence framework and decision-making within the nation may become complicated by the addition of many levels of administration (multilayered and multi-centered), how the local intelligence agencies will accept basically being stripped of their powers and how intelligence decision making within the Czech Republic will have to accommodate a more diversified set of interests and objectives (Analyze both the good and the bad aspects)

Please do not discuss anything in regards to the creation or supposed creation of a unified European intelligence agency. Instead, focus SOLELY on the Czech Republic and their current intelligence operations as well as involvement in this supposed agency. This paper should be treated as a research into whether or not the Czech should consider joining a unified agency and the conclusion should make an assumption on if this should be the case or not.

The basic needs and duties of each country are to obtain information that helps to protect and ensure a peaceful existence of citizens. The government determines the operation of these systems. In the Czech Republic, the intelligence system is responsible for the collection and dissemination of information in the country. It deals with both domestic and foreign security matters. All the activities of the intelligence service must follow the country's laws.
In the Czech Republic, the government plays a significant role in the intelligence system. It is the state that determines the kind of information to be obtained by the intelligence agencies. The information follows the respective state law. The president can request for information without the approval of the government. But this happens only with the knowledge of the government.
There are specialized bodies that coordinate the interaction of the government and her citizens. The National Security Council (NSC) is a government agency that coordinates the country's security issues. The NSC draft measures that promote the country's security. As a sensitive body, NSC is headed by the prime minister. The President is also entitled to attend the sittings of NSC. Intelligence In Czech Republic entails the committee of intelligence. The committee coordinates the activities of all information services. The prime minister chairs the committee.
The Security Information Service (BIS) is the Czech Republic's civil encounter intelligence service. The director of the service is appointed by the government and approved by the parliament. The country's budgeting committee allocates funds to the BIS. It is an independent unit that deals with security issues of the state. BIS works in a secret manner, but in compliance with the land law. It uses intelligent means when collecting information. It has agents who work on behalf of the agency. It works in close collaboration with the police and the public when gathering information. It communicates with the partner organizations in both Czech Republic and abroad.
The office for foreign information and relations (UZSI) is another intelligence agency of the Czech Republic. Its principal goal, it provides the Czech legislative and other executive authorities with foreign intelligence. It gathers information about other nations, thus controlling foreign policies of the Czech Republic. It protects the country from international crimes like terrorism and political extremism. It maintains diplomatic relations with the Czech Republic and other European nations.
National Security Authority (NSA) Conducts intelligence inspections and protects classified information that are within the state administration and corporate entities. It conducts security clearances of those people nominated to state corporations. It grants security clearance certificates to corporate entities and individuals. The NSA is responsible for keeping and protecting foreign information.
All nations need to understand the capabilities of their counterparts before they engage in any partnership. Not all the European countries can approach the range of the Czech's ability to collect, analyze and disseminate her intelligence. Combining intelligence services within Europe will mean that the local agencies will lose their powers. There will be a rift between the local agencies and the European intelligences. Every independent country has her internal mechanisms of tackling security issues. These are the mechanisms that control the foreign relations of many countries.
