Garyham Roper mentioned that BIM adoption has only become popular recently (2016). BIM at its first suggestion was taken very lightly by the construction public and private sectors. Fewer industries were incorporating the strategy into their construction procedures. The best way to produce an answer to the question posed by Garyham Roper in his article “whether governments should be the spearheading digitization of the construction industry” (Garyham Roper, 2016), we can best learn from the UK (Sanchez, et al., 2016). BIM was unpopular until the UK government decided to mandate it. It took great risk and faith from the UK government to initiate the programme. The programme was initiated in May 2011 focusing on the adoption of BIM technology by both private and public sectors that are involved in the delivery and procurement of buildings and infrastructure. The effort was matched with a positive and rapid adoption of BIM by all sectors. The government's involvement in the integration of BIM in the construction industry has brought about many benefits. A reduce in the asset cost and more operational efficiency, more effectiveness, and efficiency in construction supply chains (Paterson, et al., 2015), the creation of a forward-thinking sector where growth ambitions can be based. BIM is a key agent in the economic growth of international and domestic markets in the UK. UK government has managed to bring out some BIM advantages that were not previously clear to the industry. The private sectors willingness to comply with the government's mandate has created a "whole sector" collaborative platform which can elevate future activity. The UK Government also presents a great opportunity for the smaller organizations to alter their odds; they can be able to lead instead of following. A small organization can drive efficiencies between project to project.
Due to the extraordinary efforts of the UK government, it is evident to see the benefits of the government leading the industry into digitization. The UK government has already proven to reduce construction cost in design, tender and build. The government reported to have manage to save 1.4 Billion pound in 2013/14 through BIM related advancement. This is a huge amount of money that can be allocated elsewhere, it is clear to see why the government is better equipped than the industries. The UK government can get more industries on board for the implementation of BIM in their processes. In 2013 only 54% of the industry was reported to be using BIM in their projects and those that were not indicated they would in the next two years CITATION Zei \l 1033 (Zeiss, 2015). This is evidence of industries willingness to adopt the system. The fact that only 16% of the industries are ready for BIM cannot hold the government back, only the government can ensure more people become ready CITATION TBH15 \l 1033 (TBH, 2015). 54% of the people already think the government is doing a good job and believe it is well equipped to get the job done CITATION Gar16 \l 1033 (Hoper, 2016). Garyham Roper’s argument when he mentions that it was an unwillingness to change in the construction industry Is false (2016). BIM was not to being adopted due to lack of proper information CITATION Zei \l 1033 (Zeiss, 2015).
