Bystander Effect
Different individuals have the capacity to help others, but only a few can help other people when they are in problems. According to Fein, universe of obligation implies how people define who they are responsible for offering help and protection. In the human rights practice, individuals have the right of protection from the government; the government has to ensure that every person in the society has his rights protected. However, in some instances, people may need help from others, but they may end up not receiving the help. For example, in the case of the bystander effect, individuals may be willing to help a victim but they may end up not helping the victim because of the feeling that they are not adequate in helping the victim or they may feel that other individuals are likely to offer help. People may end up dying because of the bystander effect. Since human rights should be respected and more so, the right to life, the bystander effect leads to the violation of human rights.
The universe of obligation concept factors in human rights practice because there is the notion of protecting an individual. Offering protection to an individual is one of the chief elements of human rights. Every individual need to have protection from others since the universe of obligation concept tends to imply being responsible and helping other individuals.
