Revise your border policy essay to serve as your first chapter. In the second chapter, examine a source as text for the representative example of that chapter and make your thesis evolve by examining complicating evidence. Your representative example, confirming and complicating evidence will most likely come from your research and should be texts (passages, direct quotes). The final essay will be evaluated on how well you can make your thesis evolve over the 2 chapters, and how every part flows.
