In the year 1994 Rwanda was involved in a civil war between its fundamental ethnic groups, the Tutsi and the Hutu. The worldwide community observed the 1994 genocide in Rwanda as over 800,000 individuals were slaughtered in 100 days (Hintjens 286). The genocide in Rwanda was perhaps one of the most intensive killing campaigns to take place in human history after the Second World War. The genocide in Rwanda came as a result of ethnic division that wasn't a feature of Rwandan society before colonial rule was established. Rwanda was initially colonized by Germans but Belgium, which had developed a policy of division and govern for controlling Rwanda, took over. Tutsi are the minority and had been chosen, while Hutu in Rwanda were not treated as an authentic ethnic group (Uvin 99).
The UN may have was unsuccessful with the genocide in Rwanda as the UN Secretary-General then Kofi Annan issued their expressions of remorse at that point for coming shortly to halt and avoid genocide and the war. The UN and some of the world's most powerful states failed in 1994's civil war and genocide in Rwanda, which left almost one-tenth of the Rwandan population dead (Goulding 166). The United Nations Assistance Mission for Rwanda (UNAMIR) was founded in 1993 by the UN Security Council, to end the war in Rwanda. The mission lasted for the three a long time from 1993 to 1996 but it was not capable of fully supporting peace relations in Rwanda. The marking of the Arusha Agreement of 1993 had been expected to conclude threats and advance security situation in Rwanda, but that it did not achieve that. The UN powers had the command to screen the passage of illegal weapons which activated the genocide. The United Nations peacekeeping troops had a critical insufficiency in their investigative capability as the key weapons driven to genocide were brought into their proximity. The UN troops had been in Rwanda since 1993 to preserve peace between rebels and the government. The United Nations powers were to help in demilitarization and clear the way for a transitional government, but nothing went as arranged because and war broke out in the peacekeeping process(Grünfeld and Huijboom 77).
