Newton (late), his wife, Mary C. Newton and his son, Mr. Phig E. Newton for the generosity they have shown. We are writing this in order to present our proposal for the utilization of the donation made by Mr. Wayne K. Newton. We would like the money donated by Mr. Wayne K. Newton to be spent on the upgrading of the HUB-Robeson center so that it includes an expanded computer lab, a new hall for organizing events and new rooms for the offices of student societies. The expanded computer lab would enable the students to study and increase their knowledge using the services of the computer lab. The additional hall would enable the student societies to organize events on a more regular basis easily and these events are vital in the grooming of the students. Furthermore, the small rooms for offices would enable the student societies to work more effectively as many student societies currently use lecture rooms as makeshift offices. The proposal will present the details regarding the upgrading of the HUB-Robeson Center. It will also give a breakdown of the budget and will enlist the time that each task will take. Pennsylvania State University HUB-Robeson Center Upgrade Proposal June 11, 2016 Wayne K. Newton Committee Penn State University Student Union President Penn State University University Park, PA 16802 Executive Summary The student union of Pennsylvania State University is proposing the Wayne K. Newton committee to invest the money Mr. Newton donated in upgrading the HUB-Robeson Center as this is the best way in which the social and academic life of the students on campus can be improved. The project will include expansion of the computer lab for the students at the HUB-Robeson Center, construction of a new hall for organizing events of the student societies and construction of small rooms for offices of the student societies. The total cost of the upgrade is estimated to be $90,000. This cost includes the cost of purchase of new computers and required software, construction of the hall and small rooms and all other costs such as manpower hired for upgrading. The completion time of the project is estimated to be 6 months. However, this is only a rough approximate and a better approximation would be made once the upgrading project is started. By investing in the proposed project, the committee formed for investing the money donated by Mr. Newton for the purpose of improving academic and social life of students, will fulfill its goals as the project will help to improve the academic and social life of the students. Introduction The student union highlights the concerns of the students of Pennsylvania State University so that they can be addressed in a proper manner by the concerned authorities. Pennsylvania State University is a big public research university that has 24 campuses. It is host to more than 100,000 students and has more than 17,000 faculty members CITATION Pen15 \l 1033 (psu.edu). The student union is proposing to upgrade the HUB-Robeson Center so that it includes an upgraded computer lab, a new hall for organizing events of the student societies and new rooms for offices of student societies. We have come up with this proposal after taking into account the problems faced by the students of Penn State and what they think is necessary for improving the academic and social life on campus. The current computer lab at HUB is very popular and many students use it for various purposes. During the day, it is very crowded and many students have to wait for an hour or more in order to get to a computer. Furthermore, the computers in the current lab do not support the latest software and most of the engineering students cannot benefit from them. By establishing a new computer lab with advanced computers, the wait time of the students would be reduced. In addition to this, construction of a new hall would allow student societies to organize events with much more ease as they won't have to wait for the auditorium to be free. Also, as the number of student societies have increased over the years, the new rooms would allow the new student societies to function in a more effective manner as they would have space for proper offices. This project will surely improve the social as well as academic life of the students on campus. Rationale and Plan The main purpose behind the proposed upgrade is to benefit the students of Pennsylvania State University by providing them the resources to groom themselves both academically and socially. In addition to this, the project will be a great way to utilize the funds donated by Mr. Wayne K. Newton in the way he wanted them to be utilized. Description of Services and Equipment Expansion of Computer Lab One of the projects in the upgrading of HUB-Robeson Center at Penn State is the expansion of the current computer lab so that it can accommodate more students. It has been identified by the members of the student union that due to the central location of the computer lab, it is used by a large number of students. Especially during the day time, the computer lab is always overcrowded. If the arrangement of the computer tables in the computer lab is changed, it can accommodate 25 more computer tables. This means that no physical expansion of the computer lab is needed. Also, by adding 25 more computers to the computer lab, the wait times for the computer lab will be drastically decreased as we observed that at a single time in the day, around 20-25 people are waiting for a computer. Construction of a New Hall Over the years, the number of student societies has increased at Penn State. More number of student societies mean that more number of organized events for the students, which is good. Many of the events planned by the student societies are delayed or cancelled due to the unavailability of the auditorium at the HUB. While some societies use large lecture halls to conduct an event, that is not the best practice. A construction of a new hall dedicated to the organization of events planned by student societies will solve the issue. Furthermore, as more events would be held at Penn State, the students will get a chance to involve themselves in more social activities. As a result, the social life of students will improve and they will get to learn a lot more. Construction of New Rooms for Student Societies It has been discussed in the previous paragraphs that the number of student societies at Penn State have increased over the last few years. These student societies play an important role in grooming the students of Penn State as they provide the students with a chance to participate in a lot of extracurricular activities. This not only enhances the social life of the students but also grooms them by providing them with the opportunities to nourish their skills. Many of the student societies do not have offices and they use lecture rooms as makeshift offices. If the student societies are provided with proper offices, they would be able to work in a much better manner and consequently provide the students of Penn State with the best opportunities to groom themselves. Plan for Purchase of Computers The computer lab at the HUB is currently equipped with laptops made by Dell. They were installed a few years ago and they have become slow as their compatibility with new software has decreased. Since it is very difficult to upgrade the laptops, it is recommended that Penn State purchases desktops instead of laptops from now on. They are easier to upgrade and have a longer life than the laptops. Considering the fact that all other laptops in the computer lab are made by Dell, the student union recommends that Dell desktops be bought as the tech team at Penn State is already familiar with Dell products and they will not have any trouble in maintaining the new products. A Dell Inspiron 3650 Desktop with 6th Gen Intel Core i-5 processor would serve the needs of the students in an adequate manner. Plan for Construction of Hall and New Rooms As far as the construction of a new hall is concerned, it can be constructed in the lawn adjacent to the auditorium. The lawn is quite large and if the hall takes up some space, it will not make much of a difference. This new hall will be constructed by keeping in mind the Green design of the building and the south side of the hall will be made such that it uses daylight during the day time. For the new rooms for student societies, it is recommended that a large hall is constructed first and then small offices are made by using glass or other appropriate material as a separator. The design would look similar to the cubicles at corporate offices. Timeline for the Project A timeline is proposed for upgrading the HUB while keeping in view the semester dates.
