Ships on the sea are very difficult to regulate because there is still no international law that regulates the activities of those ships while at sea. Hence, we still have lots of problems ranging from shipwrecks, oil spillages and even pirates. The ocean is more of a no man’s land because there are very few people who live on the ocean. Laws work best where people are large in number and stay within a specific area over a long duration of time.
The system is very irrational considering that the producers and consumers of oil live miles and miles apart since not every country is blessed with oil fields.
