The group's activity is not related to the government and its officials. The group has consistently demonstrated their indignation at acts they are doing against the state of Caplan. By invoking force against the territory of Caplan, the BLA itself violates international law. Rule 15 of the State Responsibility Manual specified that if their organs, organizations, and officials who hold offices commit crimes against any other state, the state's liability arises, and Article 4 (2) On State responsibility states that an organization or legal entity that hold the status according to the domestic law of the state
Issues
• In the case of nEstonia, the Liberation Army of Batavia is neither a member of the government nor a legal body. The state is liable if a crime is committed by its citizen who holds offices, then the state is responsible for their officials. The BLA is a group that is a threat to both states due to their illegal actions and crime.
• State is responsible if it provides the weapons and equipment’s that use for the purpose of destabilizing the state of Caplan. In this case, the BLA used the chemical material used for the cultivation and production of crops in their agricultural lands.
