There was a need to secure the United States of America border from potential threats with particularly focusing on the mitigating factors that will lead to a reduction in the safety of the citizens. The efforts were therefore necessary to ensure that the citizens are kept safe, and their rights remain standing. This act was therefore amended to ensure that the land borders include tracking the movements of people who are moving in and out of the country (Intelligence Reform and Terrorism Prevention Act of 20014).
The changes that were made in this act involved reorganization of the which involved the establishment of the position of National intelligence who will serve as the president and chief intelligence whose main function is to supervise and advise the intelligence community. In addition, the holder of this position is to ensure that closer coordination and integration of the agents that make up the intelligence community is done. This Act also ensured that the National Counterterrorism Center serves the multiagency center by analyzing and integrating all the intelligent reports pertaining to terrorism and border security. This body was also given the duties of detecting threats to the US. Also, this act amended some bodies and established the privacy and civil liberties oversight board.
The establishment of this act emanated from the realization that America was vulnerable to external attacks that lead to the need to be vigilant especially across the borders. The border in this instance meant the land, the sea and the sky that had to be protected. This further led to all the border security agencies to be housed under the DHS. Changes necessary with immediate effect was looking at the aspects of the illegal immigration and controlling all the border activities (Public Law 108-458-DEC.17, 2004).
