The war against terror is a global war that requires the interconnectedness of nations both domestically and internationally to curb the vice. The need to have counterterrorism strategies put in place is essential in the fight against terror (Obama, 2011). However, most security organs globally fail to reckon the fact that counterterrorism strategies need to be well-thought through and formulated in a manner that is effective and efficient in the fight.
After a report in the Quadrennial Homeland Security Review (2014), federal governments need to realize that acts of terrorism are not only on the rise, but are becoming sophisticated by the day. The desired characteristics of national strategies to fight terror are as follows: a good strategy should clearly stipulate the purpose, scope and methodology use in its formulation, as well as the purpose of the strategy, for what reasons has it been formulated, the angle it approaches the fight against terror, and the methodology adopted in its formulation. Whether empirical or not, these are some of the requirements a strategy ought to fulfill for it to be desirable and effective in the long run.
Secondly, the problem definition and risk assessment should be articulated in the strategy. What issue the strategy aims to tackle should be noted. This will guide in its manner of application and where to use them (General Accounting Office [GAO], 2004). Thirdly, the strategy ought to have goals, subordinate objectives, activities and performance measures to keep track of its effectiveness in problem-solving.
Fourthly, the strategy needs to entail the resources required to actualize it and the costs to incur in minimizing the risks associated with the strategy (GAO, 2004). This will offset the possibility of unforeseen bubbles in the manner of administration of the law. The organizational roles, responsibilities and manners of the stakeholders ought to be coordinated. This will prevent loopholes in the roles to be undertaken and prevent overlaps and conflicts. Lastly, a good strategy should have a mechanism for implementation and integration of the strategy in the system clearly and seamlessly.
Hierarchy of strategies refers to the jurisdictional approach to divide the responsibilities and scope of the seven national security strategies.
