To enter into the treaty, a nation producing, importing, consuming or exporting chemical weapons should conform to the legal requirements of the treaty. Any nation having the schedule 1 chemicals should have a license cover excluding export licenses. Import and export of Schedule 2 chemicals are prohibited but do not require any license cover. If any nation exports schedule 3 chemicals, they must obtain an end user certificate form that states a relation to the transported chemicals.
