To lobby refers to the attempt of influencing a government decision, and is done mostly by legislators, where concerned members of the public launch a plea to the national congress and its members to change a particular part of made decisions. The paid activity involves the hiring of professional advocates to argue specific legislation in government institutions such as the Congress (Kaufmann & Vicente, 2011). It is common for lobbying to be done by organizations, since it involves large financial backing.
The process itself involves lobbyists, who are full-time lawyers working only for specific clients. Their functions possess many descriptions, but the most fitting one is describe and analyze the legislations that relate in any way to their clients. They need to closely watch any developing legislation that could affect the client. Their other function is to relate directly to the committee members involved, by simply influencing politics – such as fundraising for the officials to be elected. Some lobbyists win over the opinion of the public by influencing media and campaigns, and this places political pressure on the involved legislators (Campos & Giovannoni, 2007).
The law governs several aspects of lobbying, with the intention of limiting the possibility if bribing, political or socio- economic pressures or direct influence on government officials. In the first place, advocates practicing this are required to be registered and recognized. This draws the line between the influencing party and the manipulator of the system since lobbyists activities can then be monitored closely (Allard, 2008).
