Gun Control
The subject of gun control remains currently among the most controversial and the debates over it are mainly connected to the Second Amendment and the public policy issues surrounding this question. Thus, some see the Amendment as the guarantee of political freedom; others perceive it as the tool to ensure public safety and anti-crime measures (Cottrol, 1994). Ruled by the U.S. Supreme Court in District of Columbia v. Heller, the Second Amendment protected an individual right to own a gun, but not possess the handgun in the home mentioning thus the different types of valid gun laws (Webster, et al, 2014). The general understanding of the Second Amendment is that it gives the Americans right to own a gun, being at the same time the law that gives the right of that gun to militia and army depending on the Amendment interpretation (Viewcaps, 2013). Being created in the far eighteenth century, there is no clear vision about what the Amendment’s founders were aimed at and how the Americans of that time reacted on the Second Amendment. In the current century, there are many opportunities to interpret the Second Amendment and thus the question of gun control is still debated.
A greater concern has appeared recently whether the Second Amendment serves the useful purpose in the modern society and if it needed to be modified appropriately. Some consider it is no longer applicable in the current form of society. It is because even the opponents of the gun control do not reject keeping a gun at home for personal protection, so the Amendment does not play its role fully. If every person is armed, criminals will not be neutralized easily but continue committing crimes. At the same time the presence of more guns in the society raises the risks of more people to be hurt and no scientific statistics is necessary for that. The problem with the appropriateness of the Second Amendment is in being a broad notion, which makes it weaker in the interpretation and setting up the conflict between the real right to hold a gun and the ability of one to pose a serious threat to the civilized community. The other meaningful characteristic of the Second Amendment is that it should be updated in the interpretation of its terms like “militia” which is no longer the encompassing shield for the Amendment. It is rather the opportunity for the billion dollar gun industry and the lobbyists to hide behind the ply of weapons (Sanghoee, 2014). One of the possible consequences of the Amendment to be changed for the sake of modern society is that the real protection of people will come under the new rules.
So far while little scientific data exists on the gun violence and no single interpretation of the Second Amen...
