UAE HOMELAND SECURITY Course Professor Due Date The United Arab Emirates (UAE) is a federal state in South-West Asia in the north-eastern part of the Arabian Peninsula. At the present stage, the main threats to the country’s national security are external, caused by the complex and unstable situation in the Persian Gulf region. At the same time, in the UAE, individual principalities, belonging to the Federation, desire to acquire a greater economic, and in some cases, political independence. The paper is going to concern the fundamental principles of the such economic threats and security risks of the state as water problem and desalination as well as the demographic problem connected with immigration. Today, security became a top need subject for many nations' motivation since governments have found themselves confronted with constant radical vital difficulties. The Gulf countries, including the UAE nowadays face serious homeland security threats: dust storms, lack of fresh water, migrants’ crisis, terrorism and cyber-attacks. The UAE is situated inside the dry zone toward the southeast piece of the Arabian Peninsula. This zone is marked by a low measure of precipitation and high rate of dissipation. The Gulf countries, including the UAE, do not have constant freshwater resources, so the main problem is the possession of these resources and their distribution among consumers. Desalination is a procedure that changes seawater or bitter water into fresh one by expelling salt and different minerals to the coveted level by utilizing a specific degree of energy. As the result of water scarcity and increasing domestic needs in both drinking and technical water, there is still a hidden increase in interstate contradictions, which in the long term might lead to the emergence of conflicts. To solve the problems with water supply, the Government of the United Arab Emirates implements long-term programs based on the active interaction of the state and private business. Right now, the Emirates have already launched dozens of desalination plants. At the same time, while solving some problems, the country's leadership is forced to face other difficulties due to the fact that the desalination process of sea water is quite energy-intensive and expensive. Therefore, the country's authorities are in a constant search of alternative solutions. Thus, the desalination of water in the UAE reaches a new level, ensuring minimum costs and preserving the environment. This process is quite difficult because of new natural threats, while “results also show that more recently seawater intrusion has become the leading factor of water salinity in the aquifer especially near the coast.” Since currently used seawater desalination technologies consume large amounts of fossil fuels and electricity, freshwater in the UAE remains an urgent problem. This situation is aggravated by the rapidly growing population of the country, urbanization, and economic needs. A vivid example of the introduction of innovative and environmentally friendly technologies is the use of renewable energy sources for desalination plants. Thus, the United Arab Emirates have already launched desalination plants that work on solar energy. Such projects are designed to make the production of fresh water economically viable and to minimize the emission of carbon dioxide during production. The United Arab Emirates is one of the aridest regions of the world, experiencing an acute shortage of fresh water. However, high incomes from the oil and gas industry of the economy make it possible to perform the desalination of water in large volumes. The state possesses the necessary energy, financial, personnel, and management resources that allow making effective and efficient decisions. In the near future, the UAE should continue to invest in the further provision of its population with fresh resources, working on the construction of reservoirs for storage of water reserves, desalination plants, and pipelines connecting different regions of the country and the region. The main strength of the seawater desalination is its known technology and conveying safe consumable water. At the same time, the weaknesses are the transfer of salt water and the cost of the energy required for the process of desalinating it. Moreover, remoteness may become a serious threat. In the case the desalination plant is far from the sea or if treated water must be channeled over a huge length, the expenses become to be too high for the innovation to be reasonable. Nonetheless, the progress in studies and innovations, for example, membrane innovation and reducible energy may become opportunities in defeating these issues in the future. Demographic risks such as population growth and migration can have a significant impact on the stability in the region, affect the demographic situation in the country, influence the growth of organized crime, and increase the consumption of natural resources, especially fresh water. At the same time, “this globalization of information and commerce creates new security challenges that are borderless and unconventional.” These processes create tension between immigrants and the local population. Notwithstanding solid internal streams of venture capital, the liberal open entryway approach of Dubai has attracted a constant flow of settlers, which has significantly affected the socio-social character of the city. The authorities introduced strict laws, especially to obtain local citizenship in order to regulate migration processes. Periodically, there are purges from illegal immigrants. One of the strongholds of the governmental policy is the fact that UAE is not a signatory to the United Nations Refugee Convention and the country makes the final decision on the problems of immigrants that arise often nowadays. Among the undertaken measures is the compilation of a database on the number of labor in the country, inspections conduction to ensure compliance with working conditions, the combat with illegal immigration, and the improvement of the legislation for the development of standards of occupational safety and health. These measures include a complex work of a number of federal ministries, such as the Ministry of Labor, the Ministry of Internal Affairs, and the Ministry of Justice, federal courts, and at the level of the emirates - the relevant government departments, chambers of commerce and industry, private companies. In addition, the UAE use modern technologies to eliminate the above-mentioned problems, which means that “the United Arab Emirates government is taking steps to use advanced facial recognition at the core of a system designed to help protect critical infrastructure across the nation.” It is proposed to establish labor quotas for the UAE citizens in some sectors of the economy. It is necessary to hold job fairs for the citizens of the UAE, offer trainings on the labor market behavior depending on their needs, build partnership relations with the private sector with the aim of employing the UAE citizens. This strict migration policy has the following strengths such as a tolerant, steady, and dynamic culture, the simplicity of contracting, and a reasonable laborers' supply. A large portion of the solid administration areas are held for the UAE nationals, which is somewhat discriminatory. This, this discrimination as well as the lack of real estate services is one of the weaknesses. Among the opportunities of the UAE migration policy, the researchers name the growing GDP of the country, enhancing the tourism business through the extension of hotels and airplane terminals.
