Introduction
One of the main purposes for the formation of International Law was to promote peace and restore order across the world. International law achieves this through an obligation that calls on states to conduct themselves peacefully in all relation with other states. In addition, there is also a similar obligation of conducting relations towards their own people in a peaceful manner, which is basically honoring human rights to peace. This paper looks at the conceptualization of peace, which means it looks at the positive, negative and the implication of peacebuilding of what comprise aggression, but fails to address what the international law of peace is and the state that are bound or by it. It also looks at the obligation of states to conduct relation with each other in what results in to a just and peaceful manner.[Garcia MJ. International law and agreements: their effect upon US Law. DIANE Publishing; 2011.]
Following the World War I, in which approximately 19 million people died, the obligation of the states under the international law morphed into rejecting war as a tool of international relations in the Peace Pact known as the Kellogg-Briand Pact. Following the World War II, and the death of another approximately 56.4 million people, the international law was transformed into a requirement that ensures a peaceful relations in positive international law in the UN Charter and a number of other international agreements. Individuals who experienced the World War II have fading memories of what the war caused and the younger upcoming generation, which does not understand how war can culminate into horrors are craving for another form of war without considering their consequences. The current generation does not seem to understand what war entails and even in the wake of the news of Syria and Yemen conflict, all the news surrounding this conflict appears to be alien to the modern population. They think that these conflicts are occurring in a different planet and that it cannot catch up with them. Western democracies and the rising nationalism across the world has also experienced this detachment, which provides more reason for pursuance of lawful means of pressuring all governments to ensure that at the bare minimum, they ought to consider their obligations to the international community as well as their own citizens prior to commencing an armed conflict which can easily spiral out of control.[Sims R. How Do We Understand International Law and Peace?.] [Ibid]
