Executive Summary
The rate at which the number of schools in New York City is rising is so high, and the population of students enrolling various levels of education has significantly increased in the past few years. The exposure level on the importance of going to school has risen, and most schools are currently affordable to both the lower class citizen just like the middle class and the upper ones (Ellen, 2011). With the huge enrolment number of students, schools face various problems in terms of resources as the raise in the numeral of learners is supposed to be responded to by increasing the level of resources starting from the human resource to the learning resources. The most obvious consequences of not improving resources in the current New York schools will be graduation of half-baked students with very little information of what their fields require of them (Elizabeth, 2011). The result will be reflected on the incompetency in their various jobs, which will affect negatively to the already weak economy.
This paper, therefore, is a proposal to have libraries of New York Schools increased in response to the surging numbers in these schools. Having gone round attending various annual education days and multiple joint school functions, the performance level seem to be inversely proportional to the raise in the number of students in New York Schools (Elizabeth, 2011). The role of having libraries increased is to support students make a discovery with ease and access high-quality resources.

To ensure that the increased enrolment of students in various levels of schools get adequate learning materials
To enhance and develop access to multiple high quality resources in these schools
To be able to deploy staffs and the available space more effectively within schools

The proposal gives the option of having at least a library in every school, with other multiple libraries in various towns within New York where students can gather during holidays and access similar materials as those in their schools (Ellen, 2011). Owing to the innovation of expertise and the ease to access devices that access internet, every school needs to have online library where students can access required materials fro anywhere anytime and in a more affordable way.
Since most of the students may be lacking expertise in operating the online libraries, the schools would then organize a training session to help students understand how to access those materials online (Howell, 2010). Awareness and the importance of community libraries that will be constructed in various meeting points such as large centers will also be very necessary to help the community understand its importance and then advise students to be visiting them.
