Part One: ABC WHS MANAGEMENT PLAN FOR XYZ 8 STOREY BUILDING
Project Information
The XYZ 8 Storey Building project by ABC Company involves the construction of a new 8 storey building that is meant to accommodate about 300 office workers. The building is planned to be constructed within an industrial site where trucks and buses have been serviced for the last 50 years. The buildings that existed on the site have all been demolished to pave way for the construction, and excavation is set to begin as soon as the results for the soil tests are out. With a site located close to the road, a proper risk management plan and workplace health and safety management plan is necessary to ensure success in execution of the project. The building will be constructed using a framework of steel reinforced with concreted to ensure the desired quality is achieved, and the use of several specialized subcontractors will ensure successful execution of the project.
This WHS Management Plan is created to give an outline of the approach that shall be taken to manage WHS at XYZ 8Storey Building project by ABC Company. This plan will be made available to all the contractors and workers on the project to ensure that everyone gets the opportunity of reading, understanding, clarifying and asking question. Moreover, a copy of the plan shall be kept and made readily available for the whole project duration, and the plan shall be consistently reviewed throughout the project to ensure any necessary revision and improvements are made in a timely manner.
Roles and Responsibilities
The principle contractor of the project has the responsibility of making, improving, and effecting the WHS management plan as well as all related procedures. He also holds the responsibility to identify and observe all legal requirements of WHS; ensure work is conducted in a risk free manner; plan all the safety procedures of handling work; help to plan and design all construction activities’ stages; identify and implement any necessary WHS training for all activities; ensure participation of all workers through communication and consultation; investigate and correct all hazard reports; and help in dispute resolution.
All subcontractors engaged in the activities of this project have the responsibility to fulfill the WHS requirements in all the operations that they undertake. They have to identify any risks that are associated with their activities and develop as well as implement statements for safe work methods. Moreover, they have to comply to all site rules, safety procedures and policies; folly he requirements of this sites WHS management plan; comply to directions of the principle contractor; undertake site-specific induction prior to the commencement of work and sign-off after winding up the induction; and ensure they always use the right tools as well as equipment, and that these are always in serviceable task conditions.
All the workers who are engaged in the activities of this project, those employed by the subcontractors included, have the responsibility of ensuring they take reasonable care for their personal health and safety; take care to ensure their conduct pose no adverse effects on others; comply to all instructions given; and cooperate with all reasonable notified procedures and policies.
Risk Management
In this project, the hazards will be systematically identified and risks assessed before the beginning of the project. The hierarchy of control that shall be used in the identification and assessment of both risks and hazards include elimination, substitution, isolation, engineering controls, administrative controls, and finally personal perspective equipment. These will be used in conjunction with the development of Safe Work Method Statements (SWMS) in order to ensure that the risks related to high risk work of construction are eliminated. Risk management forms will equally be used in controlling necessary general construction risks. Risks will have to be identified reorder or purchase of any chemicals, before a new task is introduced; and on the receipt of new information on tasks, equipment, procedures or chemicals. Any hazard that is detected during the project’s execution has to be reported to the principal contractor immediately, and the principal contractor will always inform all the workers on the procedures for risk management and ensure the training of the workers on risk management.

The high risk activities of this project are presented in the table below, alongside the confirmation of whether a SWMS have been developed and attached for every activity. This ensures that all the employees understand related risks in their areas of work, and the measures that have to be taken to ensure these risks are eliminated

All the SWMS for these high risk activities will be made given to every employee to ensure that everyone understands the possible risks in any activity alongside the measures to ensure the elimination of the risks. It is the duty of the employees to adhere to the illustrated risk management strategy within the SWMS and make all necessary enquiries to ensure a risk free environment of work. Moreover all the workers who undertake the high risk construction work have to be licensed by recognized authorities before they undertake the activities.
Emergency and Incident Response
To make sure there is a proper preparation for emergency, the principal contractor shall show every worker and subcontractor issues related to emergence in their induction, display procedures for emergence in a visible location or the office of the site, and check as well as mark fire extinguishers when the project begins an every six month after.
When there is an occurrence of a fire or a related emergence evacuation: workers have to immediately stop work and vacate the place; give assistance any person in the place of work who might lack familiarity with evacuation procedures, call emergency services on 112 or 000 from mobile phones; give prompt notification to the principal contractor; and assemble at the nominated point of assembly to receive necessary instruction from emergency services personnel or the principal contractor.
The procedure to be followed in case an incident of emergence occurs includes immediate notification of the principal investigator, and refraining from interfering with the scene of incidence. The principal contractor shall take the records of the incident’s details and makes sure remedial actions are undertaken.
The incidents that have to be reported to Workplace Standards include fatality, incidents that need hospitalization, and an incident that is dangerous enough to lead to death or suffering of serious injury. In case any of these incidences occur, a worker or a contractor should immediately notify the principal contractor who is then meant to give a notification to Workplace Standards; fax to the Workplace Standards an incident notification form; and never disturb the site before the clearance of the principal contractor.
First aid equipment will be made available to all the contractors who have of ensure their workers can get ease access to them. The principal contractor should be notified immediately an item in the first aid kit becomes outdated or out of stock. There will be trained personnel to administer first aid throughout the life span of the project.
Induction and Training
The principal investigator shall collaborate with the contractors in ensuring that all workers receive a site specific induction before they start working.
