The article mentions that Detroit was leading in the problem of more than 70,000 homes being abandoned and dozens of square miles being empty. It mentions that Blight results in abandonment emptying out cities like Detroit, an initiative attributable to numerous decisions by Congress.

Deindustrialization is mentioned to have fueled the destruction of the manufacturing base that was core to Detroit making middle-class life promising for the city families. In such enclaves, minority groups are economically deprived. However, the study urges Canadians and residents of other cities to stop viewing enclaves/ethnic districts as antithetical but as a cultural and economic integration.
