Summary
According to Hastings-Simon, Ravikumar, & Yang (2022), the argument that liquefied natural gas (LNG) offers a climate solution by allowing countries to replace coal as a source of power generation in other countries misleading. Arguably, LNG has the potential to reduce power emissions if there is sufficient coal-based generation to substitute. Otherwise, LNG will end up overthrowing lower-emission sources such as nuclear and renewables. While LNG can be a short-term solution, it can never be an alternative in driving toward the Paris commitment to climate change. If a country invests in LNG, it is committing to carbon emissions or investing money in structures that will eventually be destroyed before their lifetime.
Hastings-Simon, Ravikumar, & Yang (2022) state the conditions under which using LNG to switch from coal to the electricity sector could help reduce greenhouse emissions. LNG will reduce emissions if the methane leakage along the natural gas supply chain is low and when LNG is used to displace coal-based electricity generations. Remaining in the Paris-compliant pathway demands the replacement of natural gas plants with any low-emitting generations, which thus makes LNG a short-term project with an expiry date. In simple terms, LNG could temporarily serve as a substitute for other uses of coal but offers the same constraints that limit the emission of greenhouse gases into the atmosphere. Therefore, the planned growth of LNG is not and will never be compatible with the Paris climate change targets in the electricity sector. Growing global LNG supply with the sole goal of displacing coal-fired energy generations is a short-term solution. According to the authors, LNG is the only insurance against a world failing to act against climate change because any effort to reduce climate change impacts should at best have LNG accounted for.
