Introduction
Automation is a critical component in meeting public expectations in service delivery. In the wake of technological advancements, the federal and state governments have been gradually shifting from manual processes to digital. One area of concern is the management of highway incidences where the increase in the number of vehicles plying major roads makes it difficult to track and act on traffic issues. Through the Federal Highway Evaluation guide (Gross & Scurry 2017), the state of Tennessee seeks to automate the incident reporting process by introducing a software that allows users to report and make follow-ups on cases. To implement the program, the state government of Tennessee, through the Tennessee Department of Transportation (TDOT), has put forth a request for proposal (RFP), which includes a request for information (RFI) from interested parties willing to be part of the change process.
Summary of the RFP
Road safety in the US is a major concern and the collaboration between the federal and state governments in ensuring improved road safety through the Highway Safety Improvement Program (HSIP) (Gross & Scurry 2017). Implementing the program requires the development of a software-based management program that will see a shift from manual to automated reporting of accident incidences. The TDOT, therefore, seeks public support in developing HSIP software that will help implement the proposals from the federal government. The software should be customized to the specific state's needs; thus, the RFP is meant to gather relevant information from interested parties on what it takes to develop and implement the program.
The RFP contains specific information on how the software interface should be created. The aim is to have interested parties have a clue of what is expected of them by the TDOT. Of importance in the RFP is software specifications, explaining the tasks it should be able to accomplish in addressing the road safety challenges. In its initial phase, the program is referred to as HSIP-PREP, standing for the Highway Safety Improvement Program pre-project research and evaluation package. Therefore, the party winning the contract will need a deeper understanding of highway operations within the state of Tennessee to develop software customized to Tennessee road user needs. Whether it is the authorities or ordinary road users reporting an incident on the software, they need to easily navigate as per TDOT specifications.
Discussion of What is Good
The development of an RFP is based on the evaluation of current challenges faced and caused by road users in Tennessee. And though the government may be correct when reflecting on the challenges and proposing areas of change, they could be wrong sometimes. From my assessment of the RFP, the stakeholders will get real-time updates on whatever is happening on the major roads. For example, the definition of the roads the software will serve has excluded some of the pathways that will not serve the public. This makes it only concerned with what is happening on the major roads. Such a focus-based approach to creating the software is plausible.
Further, the RFP's RFI is outright and makes the necessary disclaimers for anyone wishing to be part of the project. The contractor must be provided information that will guide them in making the final decision to submit feedback to be part of the project. For example, the state government clearly has no financial or otherwise role in any resources used by an organization during the response to the RFP. Such disclaimers are important in any proposal as they give the respondent an understanding of the relationship that will exist between them and the client. As such, any legal ramifications or implications are only based on the agreement made between the state and the selected vendor for the software.
Discussion of What Is Missing
The RFP is a comprehensive document that should contain all the relevant information that is of importance to the whole project. The aim is to ensure that the audience understands the project requirements and that their response will be clear of any queries about misunderstood parts of the RFP. In this case, the budget is a major attribute of the RFP that needs to be added. TDOT needs to have a proposed budget in place so that respondents can determine the feasibility or lack thereof of engaging in the project. The budget should be placed in anticipation of the quality to be expected (Torbic 2021). The complexity of the project under mention is critical in realizing the budget required to provide quality. Being a government project, interested parties must understand the importance to the general public as the project is meant to run now and in the future, with changes being made progressively to adapt it to changing technological advancements.
