Introduction
Amit Srivastava's case study Decision Dilemma of a Public Manage describes a conflicted Deputy Commissioner (DC) of Udupi District in Karnataka, India. The project the case describes aims to develop Manipal Lake into a major tourist destination in the region by building resorts, restaurants, recreational facilities, and support facilities at the lake. The lake is important to people's lives because of its serene nature, including multiple bird species. Locals go there to take walks and enjoy the sunset after long days at work. However, the DC's office, responsible for the lake's maintenance, has struggled to raise funds to meet the yearly budget for maintaining the lake. Also, news of the project has elicited wide resistance from the local environmental movements, NGOs, and the local community. They have lodged a case at the National Green Tribunal opposing project implementation. The DC is faced with three alternatives: to ignore the public outcry and go ahead with the project as planned, to implement a minimal project for raising the required maintenance funds but no surplus revenues, or to make no decision and leave the responsibility to the next incoming DC. This paper analyzes and critically evaluates the decision-making process described in the case study based on sound research.
Question One: Process of Decision Making in a Public Sector Projects
There are many ethical considerations that a public manager must take into account when making a decision. One of the first things they must consider is the public's interest. If the decision negatively affects the public, then it must be weighed against the benefits of making that decision. The public's right to information must also be considered when deciding how much information should be released. Another ethical consideration is whether or not the decision got made in good faith. Was it based on accurate information? Did it take into account other factors that could affect the outcome? Was there a clear plan for proceeding once a decision was made? Finally, the public manager must consider their judgment. Did they decide based on what they believe is best for the public? Or did they follow orders or guidelines given to them? The public manager may be liable if the decision is not made in good faith. Each of these considerations is important when making decisions as a public manager. It is important to weigh all the factors and decide which ones are most important to make ethically sound decisions. If a decision is not made in good faith, the public may be less likely to trust future decisions made by the same public manager or the office they represent. By following all the ethical considerations when making decisions, the public manager can ensure that they make the most beneficial decisions for the community.
