Abstract
The last three decades of the 20th century are rich with a record of great economic growth for both China and its northern pacific trade partners. This trend which has persisted to the modern day is a consequent of the Bilateral Free Trade agreements between China and these countries. This paper will focus on the effect of China’s Free Trade Agreements with Costa Rica hence the economic outcomes of trade between the two countries. Through preferential trade agreements exponential growth has soared and gained much significance, especially in the case of Costa Rica and China. The logistical advantages of the existing Free Trade Agreements has not only eased economic aims, but also secured economic flow of trade networks and their governance. The “opening up” of China to the Latin American territories through free trade agreements (FTA) has created an enormous room for economic activities, especially preferential trade policies whose benefits have eased the process and the cost of doing business with its partners. Costa Rica has benefited from this mutual, economic relation with China and its enterprises. Among the Asia Pacific nations, Costa Rica enjoys a fair share of China’s trade and it is ideally a significant trade partner of China and consequently an important exporter to China. The Chinese economy is largely driven by manufacturing industries as well as construction which demand a high supply of raw materials, hence the Costa Rica’s wealth in natural resources finds direct market in China and accounts for six per cent of Latin America’s export to China. In the development of a free trade agreement (FTA) China sought to open up legal and policy flexibility for Costa Rica businesses to trade with China and vice versa. The first chapter of this paper will focus on literature review pertaining to bilateral trade between China and Costa Rica as well as the factors affecting trade inflows between the two countries before and after the introduction and signing of free trade agreements. Chapter two will delve into the will focus on an in-depth overview of Chinese economic relations with Costa Rica since 1978 that is history of bilateral trade, the origin of bilateral agreements and the feasibility of bilateral trade agreements between China and Cost Rica and the rationale for engaging in preferential trade through free trade agreement (FTA). Chapter three of this thesis will tackle the influence of preferential trade agreements in the trade inflows between China and Costa Rica. Chapter four will address the collection of data used herein in analyzing the inflows of trade between China and Costa Rica between 1998 and 2014. Chapter five of this thesis will strictly focus on data analysis to establish the nature and trend of trade inflows between China and Costa Rica whereas chapter six will comprise of the overall conclusions in comparison of trade inflows between China and Cost Rica and the competitive elements associated with free trade agreements in bilateral trade and a summary of the consequent outcomes.
Introduction
China’s preferential trade agreement with Costa Rica is quite a unique case that presents its dynamism in trade and policy-making. This is unlike its traditional policy-making nature that is motivated by the need for economic-political dominance. However, this case presents the new face of a modern second super power economy that is seeking to exert a “soft” form of power in trade partners and have them enjoy trade rewards through diplomatic ties. Through the free trade agreement between China and Costa Rica established access to each country’s coveted market economy hence status recognition in world trade. Costa Rica’s trade relation with China is rather a modest instance that is less politically motivated unlike other Asian-Pacific countries whose relationship China is either foe or friend subject to the cold war. Through their modest relationships these two countries are mutual trade partners whose diplomacy is not subject to world politics. Thus, it is from this perspective the free trade agreements between serve their economic ties.
The most significant economic gain for Costa Rica form the free trade agreements with China is the Chinese government flow of investments into the Cost Rican economy inclusive of labor and technical know-how. China’s inroads into Latin America are evident in the face of Costa Rica whose diplomatic logic with China depicts the synchronous economic strategies herein whose success is an outcome of bilateral trade between the two countries. It’s noteworthy that Costa Rica was the first Latin American country to establish a free trade agreement with China, hence it enjoys a first mover advantage in that it brokered trade agreements and earned itself a significant share of China’s market place.
This topic was chosen for this thesis due to the notable significant economic growth of China and its dominance in world trade as the world’s second largest economy which is attributed to its trade policy regime with its trade partners. The sole investigation of this study is to identify the trade policy change of China in opening up its economy to its trade partners to develop a “mutually beneficial” economic environment.
The objectives of this study include, identifying the impact of China’s bilateral trade agreements on its overall trade flows, establishing the influence of institutional change and restructuring agencies responsible for bilateral trade on the success of economic cooperation between China and Costa Rica, to identify the advantage of free trade agreements between China and Costa Rica in enhancing transparency in their econo...
