One of the main factors dictating interstate negotiations, more so when it comes to formations of trading partnerships, is self-interests, whereby each party tries to get the best deal out of a given treaty. At the same time, these negotiations often involve making concessions to accommodate the interest of partners, making it a cooperation of mutual benefit. However, the existence of self-interests compels players to protect their national interests by ensuring that they don’t lose more than they can potentially gain from a given partnership. Accordingly, when a country determines that it will loss more than it will gain, it can delay talks until it gets what it wants, or pull out when it becomes clear that it will not achieve its goals.
With respect to the Trans-Pacific Partnership free trade agreement, the reluctance of some of the countries like the United States to sign the agreement reflects concerns over the risk of jeopardizing a country’s national interests. In the case of the of the United States, one of the fears is that some of the partner countries like Mexico, Chile, Malaysia and Vietnam, are potential sources of cheap products as a result of low cost of production, allowing exporters from these countries to outcompete American producers on pricing. One outcome that the U.S. government is wary of, therefore, is the possibility of opening the American market to a flood of cheap imports, and threatens local jobs in the manufacturing sector. Accordingly, I would recommend that the US senate reject to ratify the treaty.
