Taking into account the welfare of each of the stakeholders, the new hiring system will help to meet the needs of each department.

Finding the right people to fill the current contracts and seeking additional staff who are talented enough to be hired quickly for different positions.
The new hiring system will guarantee that only the most qualified personnel are hired to fill the different needs of the contracts awarded to MTC
2. CFO
Having a cost-effective technology solution that will enable MTC to improve its current process of hiring. The solution and technology need to be fast, effective and integrated to be easily used by the different departments.
The technology needs to be fully integrated with the current payroll and accounting systems to allow easy hiring and payments of all the new staff.
3. CIO
The system needs to be compatible not only with the current business architecture but also to the different global systems.
The new system will allow members from all around the world to sign in as users, send their applications and resumes and make changes or improvements easily.
4. Director of Human Resources
Easy to use and integrated with the existing system to improve the efficiency of the hiring process.
The new system will improve and streamline the hiring process thereby improving the ease of making quality decisions.
5.Manager of Recruiting
The current system is slow and inefficient thereby making the applications to be slow and, in some instances, not the most qualified personnel end up being hired.
The new system guarantees that the recruitment process is streamlined to ensure that only the most qualified personnel pass the filtering process.

Deliver high-class services to the organization in the form of recruiting new applicants to meet the goals of the business.
A new hiring system will ensure that the recruiters can filter out the applicants who are not qualified to remain with only the qualified applicants who meet given criteria.
7.Administrative Assistant
The workflow is significantly slow since the manual process is comprised of many processes
The new hiring system will allow for faster hiring processes since the paperwork will be reduced and replaces with electronic processes.

The current system only provides a manual option for access to information on the job openings and those qualified to such positions.
The new system will allow the hiring manager to get notifications of every job openings and to search from the database the most qualified individuals.

Furthermore, these characteristics need to be measurable, testable and necessary for the process or product to be considered as acceptable. The new system will need to meet the needs of all the stakeholders. Furthermore, the requirement statement identifies the requirements of the stakeholders to determine how their needs can be met effectively.
