Homeland Security and emergency management are typically complementary functions in the United States of America. It is that almost one cannot exist without the other. Homeland Security predominantly ensures control of movement of people, contraband, drugs and movement of illegal substances across the border thereby protecting the sovereignty and economic prosperity of the nation. Emergency management is the unit that provides emergency responses to both man-made and natural disasters including those resulting from terrorism also. Emergency management is a vital wing of the government providing all emergency responses, especially has taken a center place in view of the 9/11 attacks and plays a far more vital role since then. In spite of the substantial degrees of anti-Americanism, domestic administrative barriers, and reserve limitations in quite a few partner countries, the level of universal cooperation has been amazing. Even though law enforcement officers and investigative agencies fruitfully evade plans of the anti-social elements numerous times, the achievement rate is still negligible. Improvement of laws with the help of modern communications helps in intensifying the existing laws. These will assist nations to exterminate the serious and frequently evident terrorisms worldwide.
Emergency Management: Emergency Management, also known as Disaster Management is the term which defines the efforts of groups or businesses to design and coordinate all personnel and resources that may be necessary to either alleviate the effects of, or recuperate from, natural or man-made catastrophes, or terrorist attacks.

Homeland Security: Homeland Security, is a combination of several federal entities and agencies that together fight terrorism and anti-social activities in a constant effort to safeguard the citizens of the United States of America. The United States Department of Homeland Security was instituted after the catastrophic 9/11 attacks over the United States with the primary objective of creating a secure America.
Preparedness: Emergency/Disaster preparedness is defined as the readiness of the organization to handle emergencies by ensuring that it has conformed with the various precautionary measures; is thoroughly ready to contain the impacts of an anticipated catastrophic event to reduce loss of life, grievance, and loss of property; is equipped to offer rescue, respite, convalescence, and other services in the aftermath of the catastrophe; has the competence and means to continue to withstand its vital functions without being overwhelmed by the ever increasing demand on the organization. In a nutshell, preparedness for the first and instant response is defined as emergency preparedness.
