Rita started working at the city of Dixon while still in high school in the year 1970 and was placed in the finance department. Later in the year 1983, she became the treasure and the comptroller. She started her fraud activities on the 18th Dec 1990 after she opened an account secretly named RSCDA. The existence of that account in the city of Dixon was only known by her. On the year 1991, she started doing money transfer from the main account of the city of Dixon to this secret account. That same year she was able to steal up to $181000 and the theft increased over the 21 years. Rita was able to steal over $3700 daily from the city of Dixon because of trust. The city of Dixon put more trust in Rita. Moreover, the fact that the city did not have a manager enabled Rita to steal at ease. In order for a fraud to occur, three factors are considered. They are pressure to sustain something, the opportunity available as well as rationalization. The fraud triangle holds the factors. The first factor is the pressure. Rita might have got the courage to steal the money in order to sustain her luxurious lifestyle.
