The article notes that PBIS is a three-tiered framework that gives the primary (school, facility whether residential or juvenile, wide and tier 1), secondary (tier 2, small groups) and tertiary (personal and tier 3) intervention alternatives for addressing the needs and wants of students in alternative education settings proactively through the results, practices, data and systems of the framework. Frequent lengthy period problem behavior and primary-tier support may be ideal and effective for meeting student needs in the alternative education setting. it is usually assumed that in these AE settings, tertiary-tier and individualized interventions are effective and sufficient in meeting student demand since AE settings are designed to meet the student needs. The three tiers of PBIS permits for graduated instructional and intervention supports in the alternative education setting to react to the needs of students as a small portion of the students may need support at the secondary tier.
