By its very nature, the role of public administrator means carrying a fair share of responsibility. In both government and nonprofit organizations, administrators may be responsible for budgets, staff, and project outcomes, for example. As a public administrator, how might you balance the objective and subjective aspects of responsibility with both your organization's ethical standards and your own? In order to discover this balance, you will begin by examining the fundamental relationship between ethics and professional responsibility.
In the reading you will review a case study: “When a Career Public Servant Sues the Agency He Loves: Claude Ferguson, the Forest Service, and Off-Road Vehicles in the Hoosier National Forest” (O'Leary, 2009) and consider how a public administrator might balance the objective, subjective, and ethical responsibilities within a governmental agency or nonprofit organization.
Write a brief explanation of the relationship between ethics and professional responsibility.
Then, explain whether you agree or disagree with the way that Claude Ferguson chose to balance his objective, subjective, and ethical responsibilities as a public administrator given the personal and professional risks.

The role of public administrators
A profession is a group of persons having specialized skills, training, knowledge and a commitment to social good. On the other hand, professional responsibility is the accountability to use the specialized expertise and knowledge for the benefit of both persons and society in general. Codes of conduct and professional ethics present a summary of main issues regarding professionalism as they relate to the responsible conduct.
I agree with the way Claude Ferguson chose to balance his objective, subjective, ethical responsibilities as a public administrator given the personal and professional risks. Ferguson’s unseen strategic tactics chose local participants to enlist their support for a reason he genuinely felt was just and right. The situation was that somebody planned an off-the-road motorbike contest without getting consent from the administration of the Forest Service. However, after the race, Ferguson and other wardens found that the forest had been damaged in some portions. He thus sued the Forest Service administration, and at an administrative hearing, was reinstated, and the race was canceled. Thus, the fact that Ferguson had to sue the organization is a pretty good indicator that the Type two employees had come to dominate the organization. Furthermore, the administrative hearing was a victory. Whistle Blower legislation was enacted but hasn’t proved to be a strong deterrent.
The alternative strategy Claude Ferguson could have taken to help him balance responsibility and ethics would have been to continue working with environmental interest groups enabling him to analyze and listen to the public opinion before making a final decision.
