Background Information
Various strategies have been applied to ensure successful implementation of the PCs Delaware contract. The agreement entails a construction project involving a Ship that is scheduled to be completed by 2019.The development exercise is at Newport News Shipyard (NNS). The management team wishes to incorporate new designs and modern technology that are at par with the latest naval trends. Currently, NNS is working on a tight schedule since it is implementing a parallel project (USS John Warner) that is to be delivered on schedule and under budget as well. The management team is tasked with ensuring proper resource allocation and leveling to optimize NNS organization’s facilities and human capital that includes engineers, artisans and master ship builders. Working with a team of experts, we plan to oversee the building and maintenance of PCs Delaware by abiding to laid out plan with milestones. The team will utilize NNS’s enterprise, environmental and organizational process assets to skillfully design the naval vessel and accomplish the project in time.
The project's objectives strike a balance between requirements and affordability for both the shipbuilder and the Navy budget. The company opted to work with a fixed price incentive contract with economic price adjustments in case of variations in prices of materials ( steel, iron). The total contract estimate stands at $2 Billion with the contract duration expected to last forty-eight months (June 9, 2014 - July 4, 2018).
A planning process group is tasked with developing a project management plan. The process is iterative requiring the team to return to planning phase in case of any changes pending approval. The team will be needed to comply with the entire requirement of the contract hence the need to review and understand the entire contents of the contract including all clauses and conditions. Applying the principles in NNS’s EVMS will be necessary since they proved to be beneficial in building submarines ahead of schedule and under budget. EVMS is likely to facilitate planning all work scope from start to finish, integration of work scope, schedule and cost objectives into a single baseline and accurate measurement of work accomplishment at the level where work is being performed. According to PMBOK guide (2018), planning for project quality management is a vital process that enhances the project deliverables. The process entails planning, performing quality assurance and control quality that requires monitoring and recording results of executing the quality activities.
