The latter is both a benefit and a detriment in terms of substance abuse. On the one hand, offenders on probation may have the support of their families anti their communities.
They may he able to maintain some consistency in their employment, their residence, and their family lives. On the other hand, probationers face a more immediate return to the surroundings and influences associated with their drug or alcohol use. The chapter explores treatment options available for probationers and parolees affected by substance abuse. Unlike the incarcerated substance abusers, probationers and parolees constitute a unique population in that they have better access to alcohol and drugs and are thus more likely to relapse (SAMHSA, 2005 p. 213). The chapter identifies to main supervision levels: intensive supervision which entails regular contact with and random substance testing by the supervising officer; and intermediate supervision which entail increased substance testing, electronic monitoring and short jail stays. Treatment components and levels available for probationers and parolees range from residential and day reporting to outpatient and halfway houses (SAMHSA, 2005 p. 215).
The chapter also identifies such treatment services as basic needs, social support, housing, reintegration with society and family, employment and vocational training, relapse prevention, and case management as some of the amenities that can be reasonable offered to individuals who are undergoing community supervision such as probationers and parolees (SAMHSA, 2005 p. 219). Nevertheless, treatment issues relating to such elements as availability of effective self-help groups, lifestyle changes, observance of supervision conditions, susceptibility to relapse, negative attitudes by counselors, treatment motivation, treatment barriers, financial difficulties, identity and self-esteem issues, and role alignment may encountered by people subjected to community supervision (SAMHSA, 2005 p. 221). In particular, parolees may encounter such treatment issues as recidivism, continuing care/aftercare, and other issues related to care continuum (SAMHSA, 2005 p. 227).
