In 2018, Pakistan passed the Transgender Persons Act that gives transgender citizens fundamental rights (Shah, 2018). The law now allows people to identify with genders recognized by the government in national IDs and driving licenses. It prohibits any form of gender and identity discrimination in the country. However, the law does not been effective in protecting transgender. Transgender people have been termed as Hijra, which translates to an outcast in Arabic (Shah, 2018). They used to earn a living from dancing in marriages and private parties before being recognized by the government in 2010. Although the government has made significant strides in protecting transgender people, it does not strongly support their fundamental rights because of the practice of ‘’honor killing.’’
A report by Shah published on DAWN found that since between 2015 and 2018, 62 transgender persons were brutally murdered in Khyber Pakhtunkhwa (2018). Out of this figure, 49 were butchered by their boyfriends of male partners for the honor. A majority of had been in long term relationships with their partners before their fateful deaths. They are killed mostly for violating their partners' orders of remaining indoors. Their relatives and family members killed others because their identities brought dishonor to the family. The report further claims that the population of transgender people in this province was between 45,000 and 5,000 (Shah, 2018). Some live with gurus after being abandoned by their families. If Pakistan society can stop discriminating and abusing transgender people, they can increase the country's productivity and boost economic growth.
As a Pakistan citizen, I can attest to transgender people's lifestyle and their plight contributed by their gender identities. For example, a first social media and a transgender star, Qandeel Baloch, was drugged and asphyxiated by her blood brother. She was sleeping soundly before meeting her death at her parents' home, and her body lay in the house for hours before being collected by police. Other suspects were acquitted, but his brother was charged with murder 'honor killing’ (Web Desk, 2019). He felt that her sister brought dishonor to the family. However, her Baloch’s father claimed innocence of his son and filed an appeal to have his son released on bail. The parents argued that the anti-honor killing law was enacted after her death and, therefore, it did not apply to their son. Although the court rejected their affidavit, it suggested societal barriers to enforcing transgender people's fundamental rights.
Some extremists support honor killing and torture for transgender people on the ground that they degrade moral values. Honor killing and related violence are considered necessary because transgender people bring disgrace to their families and society. The supporters of these vices mine their justification from the perception that they are required for keeping the Prophet's Peace.
