Introduction
One of the man reasons for having intelligence agencies among most countries is to avoid getting ambushed. In an effort to prevent getting surprised, the agencies try so hard to keep track of occurrences that may pose danger to the existence of a particular country. in this regard, intelligence process involves a schematic model that helps the intelligence agencies to keep the foreign policies, military operations, and international security updated. Against all this argument, it should be noted that the success of any military operation will greatly depend on the intelligence of the defender against its attacker to avoid getting ambushed. As much as most intelligence agencies across the world have had great achievements as relates to prevention of surprised attacks against particular countries, the most evident part of their operations is the failures in their effort to avert attacks by their enemies. It has been found that one leading cause of the intelligence failures is the issue of bureaucracy. Some of the vulnerabilities are attributed to communication gaps and poor organizational reforms in the intelligence reforms that may cloud sound judgment in the process of decision-making. Some of the notable cases of intelligence failures in the military include the US 9/11 terrorist attack, the 1973 Yom Kippur war, and attacks at the Pearl Harbor by the Japanese.
