Introduction
In the early 1970s, the optimism concerning the future concerning the earnings was brought about based on the development expectation of the African states, mostly when the price of oil was seen to have risen. Between 1974/75 and the coffee market between 1977/78. Regarding development, most countries made advancements in both the infrastructural and industrial setup and expansion of government activities while neglecting the rural areas (Boon & Anuga, 2020). The drawback of industrial exchange of goods and the policies to keep the exchange rates on the development of Africa were concealed until the start of the 1980s, when there was an ample supply of international liquidity and lower interest rates.
Discussion
This consequently implied most of the sub-Saharan countries, to be exact, had an optimistic preparation for the tallying off of international economic actions and reduction of prices for raw materials in the 1980s. as time progressed, international donors lacked the will to help the African countries so that their development processes are maintained. The decline of international funding led to the application of programs brought about by the World Bank A (Ould-Mey, 2018). Against the expected odds, in 1967 World Bank focused on a group of countries categorized as low-income countries with a debt burden accrued due to loans from previous donors before the World Bank. The urgency to reinforce all the factors affecting Africa was rising, and this world bank had to adopt approximately 2 billion dollar lending to these countries. Conflicting objective and structural rigidness
The most common problem experienced by the enforcers of the structural programs was the emerging conflict between the actions brought forward by the direct clients on the actions prescribed by the adjustment programs and other development goals in the affected countries.
