Introduction
Since its inception in 1951, the European Parliament has grown to become an essential institution in the European Union, with its powers overriding those of other organizations within the establishment (Williams 2018). The transformation of the European Parliament from a body that was composed of delegates from the various national parliaments, it has evolved to become a directly elected institution with sufficient budgetary and legislative powers over numerous operations of the European Union (EU). The growth in importance has seen the European Parliament become a crucial cog in the EU operations and affairs, such as the actions that the commission takes when responding to a crisis, and how to handle the implementation of the budgets passed (Roederer-Rynning and Greenwood 2017). For instance, the European Parliament can amend or reject the proposals made by the European Commission, as well as determine whether they will progress to become law or not. In this essay, an analysis of the importance of the European Parliament will be done to establish its transformation from a consultative assembly to a body that has legislative mandate and powers over the commission.
Evolution of the European Parliament
The growth of the European Parliament wrought by the development that took place within the European Community and later the European Union, have seen the body become a subject of contention with many divided on its roles and competency (Naqvi 2013). The European Parliament has since its inception been a representation of the effort by the member states to the EU to form a closer union and express their democratic ideals, by championing an election of all the representatives to the body (Hix and Høyland 2013). The start of the modern-day European Union can be traced back to the creation of the Common Assembly of the Coal and Steel Community (ESC), which took place in 1951 (Naqvi 2013). In the initial years, the European Parliament (EP) was a consultative body that was composed of delegates drawn from the member countries, an aspect that has changed as the body has pushed for more powers.
