Reintegration of Returning Citizens
Florida incarcerates and locks up its citizens in correctional facilities more than any other state across the United States. The high number of incarcerations leads to an increasing number of ex-convicts re-entering society. When re-entering, these returning citizens are facing increasing discrimination and disenfranchisement by their communities. Organizations are skeptical about employing people with criminal records while in housing; property owners deny the returning citizens an opportunity to reside in their houses (Pinard, 2013). Ex-convicts are subjected to a harsh societal reception, which can foster recidivism where returning citizens prefer to go back to jails. The hostile reception includes denial of essential services which are critical for their survival. Issues facing ex-convicts are prompting the need to create proper policies and laws that will protect the welfare of returning citizens to facilitate re-entry and reintegration into society. The following paper describes a housing policy that will stop housing discrimination based on past convictions.
