InstitutionAct of 1996, the personal responsibility and work opportunities reconciliation act, transformed fundamental duties of national, state and local government. With regard to welfare the federal government continued to provide it while encouraging the state government to come up with their own structures for provision of welfare. For example ,temporary assistance for the needy (TANF),provided by the federal government while the states also come up with their own forms of welfare provision by engaging people with work reducing the number of those in need of assistance. State governments have come up with ideas such as the training of people so that they can occupy different work positions instead of giving incentives in terms of cash.
The state employment levels will go up, this is due to the creation of work strategy. In that rather than the provision of financial incentives to those in need they are trained and after being succefull, they are absorbed into various employment sectors in the state governments .this is done in the Michigan state.
Grants represent approximately 17 % of the total budget of the federal government .This is not an appropriate percentage. Since the grants will eventually be distributed to local and state government which are many and the percentage of each state will be very small.as of the this fiscal year ,state and local grants represented approximately 17% of the federal budget while the spending of the federal government represented 27% of (GDP) Gross domestic product. It indicates a general increase in government spending as compared to that of grant provision. However when intergovernmental grants are excluded the level of government spending drops drastically to about 18%.this means that funds for subsidization of welfare is relatively small as compare to that of government spending.
Freedom of speech is usually allowed but there are scenarios where this freedom can be suppressed by law. For example the case of slandering, this is where one goes around telling people lies about another individual without evidence of what he/she is claiming, the affected individual has the right to sue this person for slandering. In this case freedom of speech cannot be used as a form of defense.such as the 1942 case of Walter chapinsky vs. state of New hamphire where the speech it self was considered as illegal activity described as "fighting words" or verbal use (U.S supreme court, 1942) The second case is where one is spreading incitement it can be through utterances of words of hatred towards a particular group or racial discrimination.
